Review and discussion regarding update of Local Comprehensive Plan-Mr. Lehrer <br /> confirmed that he had forwarded the 2009 documents and comprehensive reports isolating goals <br /> of the time and what was achieved since the adoption of the LCP, and served as a good starting <br /> point. Mr. Lehrer recommended that Board Members review the information as a foundation for <br /> further discussion and consideration. The Chair confirmed that she reviewed the Economic <br /> Development consulting work, and its relation to the schools, recommending that the schools be <br /> included in discussion. The Chair also referenced a chapter regarding eco-tourism as a basic <br /> resource, and the need to carefully develop so as not to negatively impact the high environmental <br /> qualities of Mashpee which attracted people to the Town. Mr. Balzarini indicated that it was <br /> critical to address Wastewater first, stating that the rivers were damaged, and wastewater had <br /> been a matter of discussion for over 20 years, adding that costs increased every year. Mr. <br /> Balzarini expressed concern that Mashpee residents would be priced out of their homes due to <br /> the expense of wastewater, adding that the Town could not grow without first addressing <br /> wastewater. There was further discussion regarding wastewater,future development and <br /> whether Mashpee should be identified as a District of Critical Concern and the means by which <br /> wastewater could be funded. <br /> The Chair indicated that she would attend the December 10 Affordable Housing Committee <br /> meeting to discuss their Housing Production Plan which could be utilized for the Housing <br /> Chapter of the LCP. The Chair invited Planning Board members to join her, adding that she <br /> asked to be added to their agenda. <br /> Mr. Hansen had inquired about the LCP's compliance to the Cape Cod Commission. Mr. <br /> Hansen suggested that compliance review should be considered during the development of the <br /> LCP, rather than going back to make it compliant. <br /> The Chair inquired whether the Town of Mashpee had a subscription with Survey Monkey and <br /> whether Mr. Lehrer could look into its availability further. There was discussion about using the <br /> assessor's mailing list or voting list for distribution. There was discussion about participation <br /> rates and the need for marketing, outreach and consideration of using on site survey practices <br /> with tablets. Mr. Lehrer also recommended developing a business card with survey link <br /> information to distribute information about the survey. <br /> There was no additional discussion provided by Board members regarding the LCP. <br /> CHAIRMAN'S REPORT <br /> The Chair reported that John Miller would be serving as the Finance Committee's <br /> Liaison to the Planning Board. The Chair asked that discussion about the Planning Board and <br /> Planning Department budget be added to the agenda for the next meeting. Mr. Lehrer confirmed <br /> that the budgets were typically level funded, adding that he had requested a reduction of$500 <br /> from the Department for an intern, to be redistributed to the Board, and used for professional <br /> development, <br /> BOARD MEMBER COMMITTEE UPDATES <br /> Cape Cod Commission-Mr. Callahan reported that there would be a Mashpee Rotary <br /> meeting tomorrow at 2:00 p.m. and 5:30 p.m. in the Library. <br /> 3 <br />
