*DRAFT* BOARD OF SELECTMEN MINUTES MAY 4, 2020 <br /> Board of Selectmen <br /> Minutes <br /> May 4, 2020 <br /> Discussion and A A,i ari <br /> val of a Bond Antid Note (]anion 3 <br /> io, ANJJqmq,,,j reasurer Crgjg_Mqy!�� <br /> Craig Mayen, Treasurer/Tax Collector was in virtual attendance,to recommend the Board approve <br /> the Bond Anticipation Note (BAN)to Newburyport Bank with paperwork to execute requiring a <br /> majority of signatures. <br /> A total of(4) bids were received for the Bond Anticipation Note AN with a low bid submittal of <br /> 1.34% from the Newburyport Bank for the term of one year. The BAN in the amount of$430,000 <br /> will cover the existing BAN due on May 12, 2020. This includes new issuances for road projects <br /> and to complete the Quashnet School project. <br /> Motion made by Selectman Sherman to approve the BAN in the amount of$430,000 as <br /> identified for the low bid of 1.34% from New bur yport Bank. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton, yes Selectman O'Hara, yes <br /> Selectman Sherman,yes Selectman Weeden,yes Opposed, none <br /> ,Discussion and A roval of senator is "�Gu�i4 &Islands Seasonal Commqnfty.". <br /> TownMan.qggr Rodne� ollins: <br /> Q_ <br /> Correspondence was received-from Senator Julian Cyr via email dated April 30, 2020 regarding <br /> region-wide guidance to-seasonal residents of Cape Cod, Nantucket and Martha's Vineyard <br /> effective May 18, 2020. The guidance is intended to be released publicly on May 1, 2020 to <br /> provide information to seasonal residents regarding the Governor's stay-at-home order and non- <br /> essential business closures that are 'in place through May 18, 2020. Towns are encouraged to post <br /> the guidance on their respective websites, and endorse this letter. <br /> The Cape& Islands Legislative Delegation has been leading an effort to convene healthcare, <br /> business, and local government across the Cape & Islands in anticipating how to respond to the <br /> expected population influx of seasonal residents. The goal i's to have uniform information for <br /> seasonal residents coming from all entities of authority in the region, speaking on consistent <br /> message. <br /> The Board of Selectmen reviewed the email as well as the article which appeared in the <br /> Cape Cod Times newspaper dated April 1, 2020 stating that all town managers in the region, <br /> including Barnstable County officials have participated in the process. <br /> The Mashpee Board of Selectmen has been adhering to the mandates imposed by the Governor and <br /> did not take�part in the regional guidance planning. Although communication is deemed the key, it <br /> was noted that many organizations were not included in the process prior to its public release. <br /> In charting unfamiliar waters with the CC II virus it was agreed that it is wise to use common <br /> sense and best judgement practices as actions may potentially affect others. Communication is far <br /> better than less. <br />
