Explanation:This Article proposes an amendment to the Town of Mashpee"s acceptance of Massachusetts <br /> General Laws Chapter 44B,§§3-7, also known as the Community Preservation Act(the "Act"), by decreasing <br /> the surcharge imposed on real property from three percent (3%) to two percent (2%) of the tax levy, as <br /> determined annually by the Board of Assessors. The.Act allows municipalities to impose a surcharge on real <br /> property to establish a dedicated source of funds for: the acquisition, creation and preservation of open <br /> space; for the acquisition, preservation, rehabilitation and restoration of historic resources; for the <br /> acquisition, preservation, rehabilitation and restoration of land for recreational use; for the acquisition, <br /> creation, preservation, and support of community housing;and for the rehabilitation or restoration of open <br /> space and community housing that is acquired or created with Community Preservation Funds. <br /> The Board of Selectmen recommends approval of Article 9 by a vote of 5-0 <br /> FINCOM This article authorizes the reduction of the annual surcharge on real estate property taxes <br /> associated with the Community Preservation Act(CPA)from 3% to 2%. The intent, in effect, is to apply the <br /> .1% CPA reduction to provide a portion of the funding for the new Municipal water Infrastructure Fund <br /> (WIFF) described in Article #S of this warrant, and thus mitigate the aggregated on impact property taxes. <br /> p p P y <br /> There will be no change in how available CPA funds are used(Open Space/Recreation, Historic Preservation <br /> and Affordable Housing), which also benefit from variable matching funds from the .Mate. This article is <br /> related to both Article 7 and Article S. Subsequent to approval of this Article, this matter will be on the ballot <br /> at the Presidential Election in November 202O. <br /> The Finance Committee recommends approval of Article 9 by a vane of 6-0 <br /> Article 10 <br /> To see if the Town will vote to appropriate and transfer the sum of $109,500 from revenue available for <br /> appropriation to fund the Personnel Administration Plan (P.A.P.) Appendix B and Appendix C employees, <br /> including the Plumbing and wiring Inspectors, effective July 1, 2020, with said funds to be distributed to <br /> various salary line items by the Town Accountant, or tape any other action relating thereto. <br /> Submitted by the Board of Selectmen <br /> Explanation: This article will fund the adjustments to the Personnel Administration Plan for Fiscal Year <br /> 2021. <br /> The Board of Selectmen recommends approval of Article 10 by a vote of 5-0 <br /> FINCO . This article appropriates and transfers the funds from revenue available for appropriations <br /> necessary to cover the additional FY2O21 expenditures related to the newly negotiated contract with the <br /> Personnel Administration Plan (P.A.P.)Appendix B and Appendix C employees, including the Plumbing and <br /> Wiring Inspectors union. <br /> The Finance committee'recommends approval of Article 10 by vote of 5-1 <br /> Article 11 <br /> To see if the Town will vote to appropriate and transfer the sum of $200,800 from revenue available for <br /> appropriation to fund the Mashpee Permanent Fire Fighters Association, International Association of Fire <br /> Fighters (IAFF) Local 2519, effective July 1, 2020, with said funds to be distributed to various salary line <br /> items by the Town Accountant, or take any ether action relating thereto. <br /> Submitted by the Board of Selectmen <br />
