The Board of Selectmen recommends approval of Article 7 by a vote of 5-0 <br /> FI► COM:This article authorizes the borrowing and appropriation of$2,480,000 for the planning and design <br /> of Phase 1 of the wastewater collection, treatment and disposal initiatives in the Town of Mash pee adjacent <br /> p <br /> to the Town's Transfer Station. A two-thirds majority is required to approve this article followed by a <br /> Proposition 2%debt exclusion ballot at the Town Election on May.19, 2020. <br /> The Finance Committee recommends approval of Article 7 by a vote of 5-0 <br /> Article 8 <br /> To see if the Town will vote to accept General Lanus Chapter 40,Section 39M for the purpose of establishing <br /> a separate account to be known as the Municipal water Infrastructure Investment Fund, revenues from <br /> which shall be expended exclusively for maintenance, improvements and investments to municipal <br /> drinking, wastewater and stormwater infrastructure assets, and, further, to authorize the imposition of a <br /> water infrastructure surcharge on real property in the Town at the rate of two per cent (2%) of the real <br /> estate tax levy against said real property, as determined annually by the Board of Assessors, which will be <br /> deposited into the Fund; said surcharge to commence in Fiscal Year 2022, effective July 1, 2021; or take any <br /> other action relating thereto. <br /> Submitted by the Board of Selectmen <br /> Explanation: This article establishes a special fund for infrastructure for wastewater, stormwater and <br /> municipal drinking water. The funding source is a surcharge of two percent(2%)on the annual property tax <br /> assessed on real property starting in Fiscal Year 2022, which begins on July 1, 2021. Peal estate properties <br /> that are fully exempt from property taxes are not subject to the surcharge. In addition, taxpayers who <br /> receive partial exemptions of the real estate takes assessed on their domiciles, including certain seniors, <br /> veterans, blind persons and surviving spouses, are fully exempt from the surcharge. Taxpayers that receive <br /> other exemptions 'or abatements of their real estate takes will receive a pro rats reduction in their <br /> surcharges. <br /> The Board of Selectmen recommends approval of Article 8 by a vote of 5-0 <br /> FINCOM.This,article is a follow up from the Article 7"which requested borrowing for the planning and design <br /> of Phase 1 of the Wastewater treatment plant. This article authorizes the establishment of a Municipal <br /> Water Infrastructure Investment Fund(W11F)to be used for municipal drinking, wastewater and storm water <br /> infrastructure assets. The fund will be funded by a two percent(2%)surcharge on the real estate tax levy. <br /> The current 3% CPA tax will be reduced to 2°a, resulting in a net increase of .1% to the taxpayer. The <br /> estimated impact is about$.09 per thousand or approximately `42 for an average residential assessment <br /> of$492,000. Subsequent to approval of this Article, this matter will be on the ballot at the Presidential <br /> Election in November 2020. <br /> The Finance Committee recommends approval of Article 8 by a vote of 6-0 <br /> Article 9 <br /> To see if the Town will vote to amend its acceptance of the Massachusetts Community Preservation Act <br /> (General Laws Chapter 44B, Sections -7) by reducing the annual surcharge imposed on real property in the <br /> Town for Chapter 44B purposes from the rate of three percent (3%)to the rate of two per cent (2%) of the <br /> real estate tax levy against said property; said reduction to take effect in Fiscal Year 2022, effective July 1, <br /> 2021; or take any other action: relating thereto. <br /> Submitted by the Board of Selectmen <br /> 24 <br />
