Explanation: The Town Clerk's Office has exceeded.its capacity to meet its gods of providing the taxpayers <br /> the wide array of services required by state statute and local bylaws in a timely, efficient manner while <br /> maintaining high levels of customer service. To accomplish the departmental mission, it is necessary to <br /> convert a part-time position to a full-time position. There have been no changes in personnel since 1995 <br /> when the Town Clerk's Office personnel was augmented from two part-time positions to two full-time <br /> positions and one part-time position. In the intervening 22 years, the town's year-round population has <br /> grown exponentially from 6,800 to 14,250 residents which has been accompanied by a commensurate <br /> workload. <br /> The Board of Selectmen recommends approval of Article 16 by a vote of 5-0 <br /> FIIVCO : This article.authorizes the upgrade of a part-time Clerk position, which is Grade 2 of the Personnel <br /> Administration Plan (P.A.P.) position, to an Administrative Secretary position, which would be a Service <br /> Employees International union (SEIU) position and increases the hours per week from .19 to 37 S hours. <br /> Additionally, this article authorizes the raising and appropriation or transfer from available funds the <br /> amount necessary to cover the increase in FY202.1 expenditures related to this upgrade. <br /> The Finance Committee recommends approval of Article 16► by a vote of 6-0 <br /> Article 17 <br /> To see if the Town will vote to appropriate $500,186 to establish a budget for the PEG Access and Cable <br /> Related fund for fiscal year 2021, with said appropriation to be funded through the current balance of the <br /> fund, or take any ether action relating thereto. <br /> Submitted by the Finance Director <br /> Explanation: The Department of Revenue now requires the Town to vote a yearly budget based on <br /> estimated expenditures from the fund for the next fiscal year. The total budget voted may not exceed the <br /> current balance ►within the fund. <br /> The Board of Selectmen recommends approval of Article 1.7 by a vote of 5-0 <br /> FINCOM• This article appropriates the funding for the Public, Education, & Government (PEG) Access and <br /> Cable Related Fund for Fiscal Year 2021. The Department of Revenue, by legislative.act, requires all towns <br /> to bring to the voters an annual budget for approval based on expected expenditures for the PEG Access <br /> and Cable Related Fund for the upcoming fiscal year. The total budget presented to voters may not exceed <br /> the current balance in the fund. <br /> The Finance Committee recommends approval of Article 17 by a vote of 6-0 <br /> Article 1.8 <br /> To see if the `town will vote to appropriate and transfer the sum of $250,000 from revenue available for <br /> appropriation, to be deposited into special injury leave indemnity fund, (Injured on Duty Fund), in <br /> accordance with the provisions of General Law Chapter 41, Section 1.11F for the purposes of funding injury <br /> leave compensation or medical bills incurred under said law, or take any other action relating thereto. <br /> Submitted by the Finance Director <br /> Explanation: This article would deposit $250,000 into the special injury leave indemnity fund (Injured on <br /> Duty Fund). <br /> 28 <br />
