Request: Re-divide Land Court Lot 1694 into two lots to be known as Lot 1694-A <br /> and Lot 1694-B. Lot 1694-A to be combined with Lot 1693 and Lot 1694-B to be <br /> combined with Lot 1695. <br /> The Chair read the request for the record. David Crispin was present, virtually, to discuss the <br /> request. Mr. Crispin explained that there were two vacant lots on site, one of which would be <br /> divided and joined with the first vacant lot, while the other would be joined with an existing <br /> house lot. Each lot would be 1 '/z times larger than existing, while eliminating one house lot. <br /> The Chair asked for questions. Mr. Rowley inquired about the location for high water and Mr. <br /> Crispin responded that it was mean high, as required by Land Court. Regarding the side lot <br /> lines, Mr. Crispin confirmed that they were a tie line, a mathematical closure. Mr. Balzarini <br /> inquired about frontage and Mr. Rowley stated that he believed frontage met the requirements of <br /> New Seabury's Special Permit at 38.67 feet and 38.68 feet. <br /> MOTION: Mr. Balzarini made a motion to approve the ANR plan. Mr. Fulone seconded <br /> the motion. All voted unanimously. <br /> Plans were signed by the Planning Board. <br /> NEW BUSINESS <br /> Charles Rowley Billing-There were no questions regarding the invoice received from <br /> Mr. Rowley. <br /> MOTION: Mr. Balzarini made a motion to pay Charles Rowley $250. Ms. Waygan <br /> seconded the motion. All voted unanimously. <br /> Board members signed the authorization. <br /> Willowbend Minor Modification Decision, 16 North Glen Drive-Board members had <br /> read the decision and had no additional questions. The decision was signed by Board members. <br /> NPDES Stormwater Permit Public Outreach-DPW Director Catherine Laurent and <br /> Gabrielle Belfit, Tighe & Bond, were present, virtually, to discuss the NPDES Permit, now in <br /> year number three. In order to fulfill the requirement to host a Public Hearing, Ms. Laurent was <br /> present to update the Planning Board with the accomplishments of the past two years and their <br /> proposal for the third year. Additionally, Ms. Laurent referenced Planning Board Articles on the <br /> Town Warrant that were related to stormwater, and were requirements of the Permit. <br /> Ms. Belfit shared her presentation with Board members regarding their findings. Ms. Belfit <br /> summarized the EPA Small MS4 Stormwater permit as jointly administered by the EPA and the <br /> MassDEP. The first permit was issued in 2003 in response to the Clean Water Act. Ms. Belfit <br /> indicated that permits were valid for 5 years after 2008, then valid for 10 years. According to the <br /> permit, communities were required to pursue best management practices in six areas, to include, <br /> eliminating contaminants and addressing impaired water bodies. In order to do so, best practices <br /> would be employed, such as increasing public education to eliminate pollutants and road <br /> sweeping. Impediments were established in 2014, and included Ashumet and Santuit Ponds for <br /> 2 <br />
