99 <br />Para. 2. Any person aggrieved by a refusal of the Building Inspector <br />to issue a permit, or by a decision of the Building Inspector made under <br />the provisions of this code, may appeal to the Board of Appeals. The <br />Board of Appeals shall hold a public hearing thereon and render a de- <br />cision. They shall make rules for such hearings, and publish notice <br />thereof. <br />Section R. Penalty. Any person or persons violating any provisions <br />of this code who do not within a reasonable time rectify such vio- <br />lations shall be fined not more than twenty dollars for each offense. <br />Each day that such violation continues shall constitute a separate offense. <br />Section 10. Building Inspector. <br />Para. 1. The Board of Selectmen annually, and subsequent to the <br />annual Town Meeting, shall appoint a Building Inspector to hold office <br />for the term of one year following, and until his successor is appointed <br />and qualified. <br />Para. 2. To be eligible to appointment, the Building Inspector shall <br />have had at least five years experience as a building superintendent of <br />construction, or inspector of buildings, or shall have been a Registered <br />Architect for a period of at least five years. He shall be generally in- <br />formed as to the quality and strength of building materials, the pre- <br />vailing methods of building construction, good practice in fire preven- <br />tion, the accepted requirements for safe facilities, and shall have a gen- <br />eral knowledge of the installation of plumbing, electric wiring, ele- <br />vators and other installations for the safety, comfort and convenience of <br />occupants. He shall be capable of making the necessary examinations <br />and inspections of buildings in the course of construction. He shall not <br />have any interest whatever, directly or indirectly, in the sale or manu- <br />facture of any material, process or device entering into or used in or in <br />connection with building construction, and shall not be engaged in the <br />building trades on his own account or as a contractor. <br />Para. 3. He shall be under the supervision of the Board of Selectmen <br />and he shall be subject to such rules and regulations as they may pre- <br />scribe for the proper conduct of this office. He shall submit an annual <br />report in December of each year of his office for publication in the Town <br />Report. <br />Para. 4. The person appointed Building Inspector shall receive <br />such salary or compensation as shall be fixed by the Board of Select- <br />men within the appropriation for the Building Inspector. <br />Para. 5. The Building Inspector shall make inspection of all build- <br />ing operations covered by this code, and he may, for these purposes, <br />enter at all reasonable times upon the premises where such operations <br />are carried on, and shall report to the Board of Selectmen all violations <br />of this code, or of any permit issued. <br />Para. 6. The Building Inspector in the name of the Town may take <br />measures as public safety requires to carry these by-laws into effect. <br />Section 11. Fees for permits. <br />Para. 1. Fees for permits under this shall be paid to the Building <br />Inspector for use of the Town in accordance with the following schedule: <br />(1) For single family dwellings with estimated cost not exceeding $5,000, <br />$5.00 and $1.00 additional for each $1,000 of estimated cost above $5,000. <br />(2) For separate garage buildings: single car garage, $2.00 and $1.00 ad- <br />ditional for each additional car space per garage. (3) For all Commercial <br />building, with estimated cost not exceeding $5,000: $5.00, and $1,00 addi- <br />tional for each additional $1,000 of estimated cost above $5,000. (4) For <br />all other buildings with estimated cost not exceeding $2,000: $2.00 and <br />
