85 <br />Those portions of the appropriations voted from "free <br />cash" under Articles 10, 11, 12, and 13 are not approved be- <br />cause there was no "free cash" for appropriation. The <br />amounts not approved are as follows: <br />Article 10: Stabilization Fund $5,000.00 <br />Article 11: Highway Chapter 81 10,450.00 <br />Article 12: Highway Chapter 90, Construction 12,000.00 <br />Article 13: Highway Chapter 90, Maintenance 3,000.00 <br />In addition, there were reductions in requested appro- <br />priations as follows: <br />Article 18: The amount approved is $100.00 less than <br />the amount voted by the town meeting for <br />additional street lights. <br />Article 36: The amount approved is $750.00 less than <br />the amount voted by the town meeting. <br />Expenditures are hereby authorized against all of the <br />foregoing approved appropriations, except as follows: <br />Expenditures by the Park Commission shall be restricted <br />in accordance with the statutes until such time as the Park <br />Commission submits to the Board of Selectmen for transmis- <br />sion to this Commission a satisfactory explanation for their <br />request for appropriations for the current year. Our action <br />is being taken on the basis of information given to us that <br />the Park Commission refused to submit any detail of their <br />requested appropriations to the finance committee. <br />No expenditures shall be made from the appropriation <br />approved under Article 26 to develop town landings until an <br />explanation of the proposed project is submitted to this Com- <br />mission. <br />Although no restrictions are being placed on expendi- <br />tures for nursing services in the health department, will you <br />kindly submit to this Commission an explanation of the con- <br />tractual arrangements between your town and the Falmouth <br />Visiting Nurses Association for such nursing services. <br />
