85 Those portions of the appropriations voted from "free cash" under Articles 10, 11, 12, and 13 are not approved be- cause there was no "free cash" for appropriation. The amounts not approved are as follows: Article 10: Stabilization Fund $5,000.00 Article 11: Highway Chapter 81 10,450.00 Article 12: Highway Chapter 90, Construction 12,000.00 Article 13: Highway Chapter 90, Maintenance 3,000.00 In addition, there were reductions in requested appro- priations as follows: Article 18: The amount approved is $100.00 less than the amount voted by the town meeting for additional street lights. Article 36: The amount approved is $750.00 less than the amount voted by the town meeting. Expenditures are hereby authorized against all of the foregoing approved appropriations, except as follows: Expenditures by the Park Commission shall be restricted in accordance with the statutes until such time as the Park Commission submits to the Board of Selectmen for transmis- sion to this Commission a satisfactory explanation for their request for appropriations for the current year. Our action is being taken on the basis of information given to us that the Park Commission refused to submit any detail of their requested appropriations to the finance committee. No expenditures shall be made from the appropriation approved under Article 26 to develop town landings until an explanation of the proposed project is submitted to this Com- mission. Although no restrictions are being placed on expendi- tures for nursing services in the health department, will you kindly submit to this Commission an explanation of the con- tractual arrangements between your town and the Falmouth Visiting Nurses Association for such nursing services.
