24. <br />Now is the time to. plan for such growth, not after it has <br />,j occurred. <br />' Unlike most Cape Cod communities Mashpee has no ceii- <br />tral geographic form or town center and is developing as a <br />series of disconnected places: Yet because of vast undevel- <br />oped land supply with resulting population expectations, and <br />significant geographic location between the Falmouth and <br />Hyannis population centers, Mashpee could plan a wholly <br />new center of character and completeness, unique on Cape <br />Cod, offering a variety and range -of commercial, governmen- <br />i <br />tal and service activities. Such centerwould be predicated <br />on providing a central. focus for the manydisconnected and <br />disassociated geographic areas of the community. <br />Mashpee's growth is likely to occur in a period of great <br />ferment and change in land planning, municipal legislation, <br />housing construction, housing design and municipal fiscal <br />means to achieve amenity and character. The end of the Viet <br />Nam war, with subsequent channeling of federal funds into <br />I domestic programs, the great rate of family formation in the <br />f <br />years ahead, increasing leisure time and income `should in <br />combination force great changes in the traditional ways of <br />doing things. Mashpee with only a few physical legacies of <br />the past should be in position to create rather than accept, <br />with its planning program coming at just the time to accom- <br />plish this goal. <br />The Mashpee Long Range Planning Committee urgently <br />recommends that the Town recognize the unique opportu- <br />nities available and vote . to approve the applicable Warrant <br />Article in order that this program can begin while there is <br />still time. <br />t <br />
