25 41 <br /> 00 Report of the Personnel Board <br /> PREAMBLE <br /> WHEREAS: <br /> The Town of Mashpee heretofore has had no adequate <br /> guide lines in the matter of: <br /> 90 a. Town-Employee relations, wage-salary scales, bene- <br /> 06 fits, legal procedures, etc.; and <br /> b. The rapid growth of Town departments necessitates <br /> the hiring of additional help in many categories; <br /> and <br /> c. Many questions concerning pay scales; job classifi- <br /> cations, work hours, hiring practices, employee bene- <br /> fits, remain unanswered and unsolved; <br /> We, the undersigned, as a tentative Personnel Board duly <br /> 14 appointed by the Board of Selectmen, as directed in Article <br /> DO 43 of the Annual Town Meeting of March 4, 1968, for the pur- <br /> pose of conducting a study and making recommendations for <br /> a Salary and Wage Administration Plan; <br /> 21 Do hereby present the results of said study and make the <br /> DO following recommendations: <br />)0 Recommended is the establishment of a Salary and Wage <br />)'0 Administration Plan, hereinafter called the "Plan", which <br /> classifies the several positions in the Town into groups, es- <br /> 13 tablishes salary schedules, establishes so-called "fringe bene- <br /> fits", or "indirect pay" provisions, such as holidays and va- <br /> cations with pay, sick leave, and the like; and establishes a <br /> Personnel Board to administer the Plan, as hereinafter pro- <br /> vided, and to represent the interests of both taxpayers and <br /> town employees. <br /> Personnel Board <br /> There shall be a Personnel Board to administer the Wage- <br /> Salary Administration Plan, said Board to be appointed by <br /> the Board of Selectmen, consisting of five voters who are not <br /> employees of the Town or serving the Town regularly in any <br /> elective or appointive capacity. Members of the Board shall <br /> serve without compensation. <br /> The Personnel Board shall, from time to time, review the <br /> Salary Schedule, "fringe" benefits and administrative poli- <br /> cies of the Plan.
