42 and policies outside the service of the Town, and shall ree- ommend to the Town any action which it deems desirable to k maintain a fair and equitable pay level. The present Board, consisting of four members, shall be re-appointed, along with one additional new member mak- ing a total of five (5). The terms of office of members of the f ! Personnel Board shall be as follows: One for one year; two for two years; two for three years. If such member resigns or his office becomes vacant by his removal from the Town, or for other cause, the Selectmen shall appoint his successor for the balance of the unexpired term of such member. 4*I In making the appointments, the Selectmen shall give consideration to the personal qualifications of those citizens who will best meet the responsibility of the Board to repre- sent both town employees and taxpayers. If possible, the . , make-up of the Board shall consist of members qualified who are familiar with the principles and experienced in the methods and practices of labor relations and personnel ad- ministration. After the annual town meeting of March 1969 the new and/or revised Personnel Board then in office shall take these plans as their guide in dealing with employees; con- tinue to hold regular meetings, and come up with a revised set of By-laws to be submitted to the Town not later than the 1970 Town Meeting.
