56
station does not permit the privacy that should prevail since
each person booked is not necessarily guilty. Conversations
with both police and fire officials lead us to the firm con-
viction that separate buildings are necessary. Friction be-
tween departments is eliminated, criticisms of each others
work and duties are also eliminated and harmony will more
likely prevail. Except for persons not officially connected
i with either police or fire departments, no one voiced any
` opinion except that quarters should be separate and distinct,
It is the recommendation of this committee that a campus
type arrangement be established with a Town Hall situated
between a Police and Fire Station.
J
This committee will be glad to furnish details as to its
specific recommendations and the reasons for the need of
the three buildings mentioned.
Because of the possibility of a regionalization ;of the
school system and because of the assurance of both the
! Superintendent of Schools and the Principal of the Davis
School that the present school facilities are sufficient for
some time in the future, we are refraining from further com-
ment on the school needs.
The Public Library has sufficient structure for the im-
mediate future and they lack only books and internal equip-
ment, which is outside the scope of this committee.
Because of the high percentage of students in our school
system who come from mobile homes and trailer parks, from
which the Town obtains insufficient revenue, we suggest the
Board of Selectmen refer to Articles 29 and 30 of the 1959
Annual Report wherein is stated the maximum number of
these homes permitted in Mashpee and the penalty for vio-
lations. At present 38% of the children in the elementary
school come from such mobile homes and trailer parks. Since
the Federal Government is paying the Town only 5097o of the
cost of educating service-connected children, it behooves us
y to carefully examine the Town ordinances on Trailer Parks.
Respectfully submitted,
Town of Mashpee Building Needs Committee
JOHN D. STONE, Chairman
PHILIP A. ROLLINS, Vice Chairman &Secretary
JOSEPH A. DELANEY KENNETH COOMBS
J. NORMAN FITZGERALD LEO C. HOUSTON
F AMELIA G. BINGHAM
x
