57 <br /> Report of the Cape Cod Planning and <br /> Economic Development Commission <br /> To the Citizens of the Town of Mashpee: <br /> The year 1968 witnessed the evolution of the Cape Cod <br /> Planning and Economic Development Commission into a fully <br /> operational regional planning agency. In the spring, long <br /> awaited grants from the federal and state government agen- <br /> cies were received. <br /> These funds enabled the Commission to implement a <br /> substantial portion of the long range planning program it <br /> had formulated during the previous two years. This program <br /> of research and planning studies is one of the most compre- <br /> hensive of its kind in the state and will enable the Com- <br /> mission to effectively function as a clearing house of ideas <br /> and suggestions aimed at helping the Towns to work together <br /> and separately to create a better Cape Cod. The scope of <br /> our studies embraces economic analysis and economic de- <br /> velopment planning, environmental conservation and land <br /> use planning, human resources development, transportation <br /> planning, public facilities and capital investment require- <br /> ments and a continuing educational and local municipal ad- <br /> visory services. <br /> In June, four new staff members were hired to assist the <br /> Executive Director in conducting the planning program. The <br /> staff now consists of E. Pletcher Davis, Executive Director, <br /> Walter E. Stratton, Jr., Senior Regional Planner, Paul H. <br /> Boucher, Senior Regional Economist, Anne G. Southwood, <br /> Research Technician, Joyce E. McCartney, Research Tech- <br /> nician and Beverly B. Campbell, Secretary. <br /> The increased funding program also enabled the Com- <br /> mission to employ several consulting firms to work with the <br /> staff providing specialized expertise where required. These <br /> firms include Design-Science International of Concord, serv- <br /> ing as environmental and natural resources consultants; Sys- <br /> tems Analysis and Research Corp. of Cambridge serving both <br /> as economic advisors and transportation consultants; and <br /> Metcalf & Eddy of Boston serving as engineering consultants <br /> f. <br />
