51 <br /> CONTINUANCES <br /> During the year 1971, this office has attempted to curtail <br /> the number of cases continued over a long period of time and <br /> for the most part we have been successful due in large part <br /> to the cooperation of the presiding Justices. As a general <br /> rule, cases have been heard within two months of the date of <br /> :arraignment. Due to the unavailability of some summer po- <br /> lice officers and defendants, however, a certain small percent- <br /> age of cases have been continued a number of times. <br /> NARCOTIC VIOLATIONS <br /> It has been observed by this office that over the period <br /> of 1971, there has been an increase in narcotic activity in the <br /> Mashpee-Barnstable area. This increased activity, I believe, <br /> makes it necessary for the residents of the Town of Mashpee <br /> to seriously consider rendering further assistance to the <br /> Mashpee Police Department so that it can cope with this all- <br /> pervading evil. For proper law enforcement in the area of <br /> narcotic violations, it is essential that the Police Department <br /> have adequate manpower and financial assistance so that <br /> they can follow an investigation to its logical conclusion. If <br /> this is not done, there will be no possibility of apprehending <br /> the key-men in the narcotic operations here on the Cape. <br /> CONTINUING EDUCATION OF POLICE OFFICERS <br /> A particular concern of this office has been to keep the <br /> Mashpee Police Department aware of changes in the statutes <br /> and of developing case law, both State and Federal. Along <br /> these lines, as Prosecutor, I have met with the patrolmen and <br /> officers of the Mashpee Police Department on numerous <br /> occasions during the calendar year 1971 for the purpose of <br /> instruction, both in the substantive and the procedural areas <br /> of law. Such instruction included the teaching of proper <br /> presentation of cases in the courtroom.
