77 <br /> previous reorganization proposals and consulted with state, <br /> regional and local public officials in its months of work. <br /> Based on the Committee's recommendations, the Commission <br /> submitted legislation to the General Court to establish a <br /> county legislature that would give Cape Cod residents a con- <br /> trolling voice in the structure and responsibilities of county <br /> government. The Commission hopes that its innovative ap- <br /> proach will spark the community support necessary to initiate <br /> constructive county revision. <br /> Assisting Local Governments <br /> Hundreds of calls for information come into the Com- <br /> mission's office each year. A growing number of these calls <br /> come from towns seeking technical assistance on specific <br /> problems. While the Commission staff assisted towns in many <br /> cases, it has not been able to devote adequate time to this <br /> service. In response to these growing requests, the Commis- <br /> sion plans to include a community assistance program in <br /> this year's Overall Work Program. <br /> Not only can this service be of help to towns, but in ad- <br /> dition, it can provide the Commission with a broader per- <br /> spective of town needs and desires. Determining local needs <br /> is not a simple process and in the coming year the Commis- <br /> sion will work through such methods as surveys, citizen pan- <br /> els, regional meetings, -etc. This effort will hopefully focus <br /> what are now concerns into constructive regional action. <br /> Let me take this opportunity to express my appreciation <br /> for the support you have given the Commission during the <br /> past year.
