Comprised of, two <br /> representatives from each Cape town and representatives <br /> from concerned groups, the Joint. Transportation Committee <br /> will be working closely with a professional transportation <br /> planning consultant who recently joined the CCPEDC staff. <br /> j Funds to hire the planner were provided by the Massachu- <br /> setts Department of Public Works. <br /> The planner's first responsibility, in view of the energy <br /> crisis, is to make all necessary arrangements for alternative <br /> transportation facilities should the use of private vehicles <br /> become severely limited. He will seek to maintain freight <br /> and air service to the Cape and to develop transportation <br /> plans to provide for ease of movement within the County <br /> for all residents, the aged, handicapped and low income. He <br /> will also study means to remedy traffic hazards on Route 28, <br /> and to maintain ease of access to the Cape from off-Cape <br /> locations. <br /> 'i Land Use and Regional Goals <br /> One of the Commission's most comprehensive year-long <br /> i projects led to the development of the first phase of a re- <br /> gional land use mapping, system. The many maps involved <br /> illustrate a means of considering the various social, econom- <br /> ic and physical attributes involved in attaining certain re- <br /> gional goals adopted by the Commission. The mapping sys- <br /> tem is not designed to act as a "master plan" for land use but <br /> �! rather to guide local officials when making decisions which <br /> I are regional in nature. <br /> Revitalizing County Government <br /> Increasing awareness of resource management on fed- <br /> eral, state and local levels is creating new challenges and <br /> demands on the regional level of government. Particularly <br /> in the area of development control, an acute problem for the <br /> Cape, there is a need for an effective mechanism for control- <br /> ling development of regional concern. After researching var- <br /> ious land use control mechanisms, the Commission deter- <br /> mined that with certain revision, county government could <br /> provide the most responsive and efficient means of providing <br /> local control in meeting these demands.
