132 <br /> access roads of the three departmental buildings currently <br /> under consideration. <br /> In the determination of access roads, cooperation has <br /> been given to the Town by the Fields Point Corporation in <br /> reaching agreement on the Town's use in perpetuity of a <br /> generous access area across their property along Route 151 <br /> in exchange for the Town's agreement to divert "ancient <br /> ways" which cross the property. <br /> I <br /> At this time, it is planned to provide only the essential <br /> � <br /> access ways to the three currently projected buildings. It <br /> can be noted however that in the determination of access <br /> ways, consideration has been given to the probable future <br /> requirements for a new Town Hall and Civic Offices, and <br /> for the "Middle School" which is currently under preliminary <br /> investigation by the Committee in conjunction with the <br /> School Committee and the Superintendent of Schools. <br /> 3. Financial Considerations. <br /> Some work has been done on the investigation of the <br /> "Moody Rating" which will be necessary before the Town <br /> can proceed with the long term financial arrangements <br /> which will :be involved when the Town gives approval to <br /> proceed with the development of the building plans. In this <br /> connection the Committee wishes to record its gratitude to <br /> the Town Treasurer, Mrs. Florence Lucas, for her help and <br /> guidance. <br /> i. <br /> I � At this time, it is still too early to be able to ask for the <br /> Town's consideration of how to finance the projected build- <br /> Ings for the Departments of Highways, Police and Fire. The <br /> Committee does not propose to advance or table any esti- <br /> mates until the architectural plans are completed, and esti- <br /> mates of the construction costs can be obtained from capable <br /> sources. When available, those estimates will be the basis <br /> !' for the Town's approval to proceed with the projects. <br /> It is repeated from the "Special Note". of this Commit- <br /> tee's report to the Town for the year 1973 that the lack of <br /> adequate facilities is a severe (and expensive) handicap to <br /> efficient municipal 1 sere <br /> ices. It is also true however, that it <br /> is the progressive (and accelerating) development of our <br /> Town which has created the urgency for correction.
