In conformity with the General Laws of Massachusetts, provide <br /> more adequate time for <br /> study, handling and promotion of Town <br /> affairs by revising the duties, working hours, and compensation <br /> of the Board of Selectmen. (There is an Article in the Warrant <br /> of the 1976 Annual Town Meeting ^ <br /> recommendations of the Municipal which gives the considered <br /> in this regard). Government Study Committee <br /> 2. Continue with an Executive Secretary, responsible to the Board <br /> of Selectmen for the supervision and/or coordination, and eco- <br /> nomical functioning of the town departments of Police, Fire, <br /> Highways, Town Treasurer, and Tax Collector, Building <br /> Inspector, Office of Assessors, and other salaried town emplo- <br /> yees. (The Executive Secretary is a full-time employee of the <br /> Town and must be supported in his duties by a capable Admini- <br /> strative Assistant and an office staff adequate for the prompt <br /> handling of Town business). <br /> With the Town's agreement on the above organizational arrangements, it <br /> will be possible to develop logical groupings of Town committees and "chains <br /> of authority" from the departments, committees and Town staffs to each of <br /> the Selectmen.
