Article 15: To see if the Town will vote to petition the General Court for <br /> the Town to pay the sum of$600.00 as a moral obligation of the Town for three <br /> (3)police cruisers delivered the latter part of January, 1975 or take any other <br /> action thereon. <br /> ACTION: Motion made and seconded to accept Article 15 as read. Motion was <br /> defeated. <br /> Article 16: Shall the Town vote to have a by-law to provide for the appoint- <br /> ment by the Selectmen of a Town Constable for a term of one (1)year. <br /> ACTION: Motion made and seconded Article 16 be amended to read: Shall the <br /> Town vote to have a by-law to provide for the appointment by Selectmen of a <br /> Town Constable for a term of one (1)year commencing in 1976. Motion made <br /> and seconded to accept Article 16 as amended. So voted. <br /> Article 17: To see if the Town will vote to have its Selectmen appoint the <br /> Harbor Master. Term of office to be one (1)year. <br /> ACTION: Motion made and seconded to amend Article 17 to read: Commencing <br /> M in 1976, the Selectmen shall appoint the Harbor Master for a term of one year. <br /> The Personnel Board shall establish job qualifications and make their recom- <br /> mendations to the Board of Selectmen. Motion duly made and seconded to <br /> accept Article 17 as amended. So voted. <br /> i. <br /> Article 18: To see whether the Town will vote to enact the following By-law: <br /> Whoever places, throws, deposits, or discharges, or causes to be placed, <br /> i thrown,deposited, or discharged, any trash, refuse, rubbish, rubber tires or <br /> debris or any other materials of any kind upon land of another without permis- <br /> sion of the owner or the person in charge thereof, shall be punished by a fine <br /> of not more than fifty dollars. <br /> ACTION: Motion duly made and seconded to accept Article 18 as read. A <br /> unanimous vote. <br /> Article 19: To see if the Town will vote to raise and appropriate or transfer <br /> from available funds the sum of$125.00 for Mashpee's share of the Cape Cod <br /> Retired Senior Volunteer Program or take any other action thereon. <br /> ACTION: Motion duly made and seconded to transfer from available funds <br /> the sum of$125.00. So voted. <br /> Article 20: To see if the Town will assume liability in the manner provided <br /> by Section 29 of Chapter 91 of the General Laws, as most recently amended by <br /> Chapter 5, Acts of 1955, for all damages that may be incurred by work to be <br /> performed by the Department of Public Works of Massachusetts for the improve- <br /> Ment, development, maintenance, and protection of tidal and non-tidal rivers <br /> and streams, harbors, tidewaters, foreshores, and shores along a public <br /> beach, including the Merrimack, and Connecticut Rivers in accordance with <br /> Section II of Chapter 91 of the General Laws and authorize the Selectmen to <br /> execute and deliver a bond of indemnity therefor to the Commonwealth. <br /> ACTION: Motion duly made and seconded to accept Article 20 as read. So voted. <br /> Article 21: To see if the Town will vote to raise and appropriate or take from <br /> available funds the sum of$6,000.00 for the purpose of a comprehensive study <br /> of the water and environmental quality of John's Pond, Ashumet Pond, Santuit <br /> Pond and Mashbee-Wakeby Pond, and to establish water criteria standards for <br /> fresh ponds and wetlands and to monitor same. Said project to be done by a I• <br /> registered professional engineer with State laboratory certification. <br /> 57 <br />
