Motion to adjourn Annual Town Meeting passes at TOWN OF MASHPEE <br /> 8:28 PM, ADMINISTRATIVE CODE <br /> Town meeting adjourned at 8:28 PM. IN COMPLIANCE WITH THE <br /> I MASHPEE HOME RULE CHARTER <br /> And you are hereby directed to serve this Warrant by ADOPTED MAY 2004 <br /> posting up attested copies thereof, one at the Town <br /> Hall, one at the Post Office, and one each on the bul- JOYCE M. MASON, TOWN MANAGER <br /> letin boards, thirty days at least before said meeting. SEPTEMBER 8, 2008 <br /> Hereof fail not and make return of this Warrant with I. Introduction <br /> your doings thereon to the Town Clerk at the time and In May 2002, based on a citizen petition spearheaded <br /> place of said meeting. by long-time resident, Dr. Elizabeth Petti, an election <br /> was held to select nine members to a Charter <br /> Given under our hands this 8th day of September in the Commission to draft a Home Rule Charter for the <br /> year of two thousand and eight. Town of Mashpee. The stated need for a Charter was <br /> to "significantly improve (the) town's governmental <br /> Per order of structure and its concomitant ability to deal with con- <br /> Board of Selectmen temporary problems, both on a day to day and on a <br /> long-range basis. The Charter (was also to) provide <br /> John J. Cahalane, Chairman for structural financial accountability and a full report- <br /> ing to the citizens". <br /> Wayne E. Taylor <br /> Theresa M. Cook On October 30, 2003, following eighteen months of <br /> Don D. Myers work and a series of public hearings, the Charter <br /> George R Green, Jr. Commission submitted its report to the Board of <br /> Selectmen. In the Spring elections of May, 2004,the <br /> citizens of Mashpee approved the Home Rule Charter <br /> for the Town of Mashpee. The Mashpee Charter <br /> became effective on July 1, 2004. <br /> The Charter imposes a number of requirements and <br /> changes in the way Mashpee conducts its business, <br /> including recommendations on the organizational <br /> structure of the municipal and school departments. <br /> One of the most significant Charter provisions was the <br /> creation of the position of Town Manager who serves <br /> as the Chief Administrative Officer of the town, <br /> directly responsible to the Board of Selectmen. <br /> sh e <br /> e <br /> Section 4-2 of the Charter of the Town of Ma p <br /> specifies the far-reaching authority and responsibili <br /> ties vested in the position of Town Manager. This <br /> report is the culmination of a study on two require <br /> ments the Charter imposes on the Town Manager,the <br /> Board of Selectmen and the Town of Mashpee. <br /> II. Charter Organizational Mandates and <br /> Recommendations <br /> (Note: Regarding the use of the words "shall" and <br /> "may" in the Charter. The word "shale' means that <br /> the requirement is mandatory and required. The use <br /> of the word "may" means that the requirement is <br /> optional and advisory.) <br /> 74 <br />
