part of the special permit process if the project applicant can <br /> demonstrate that additional height is needed and that the additional <br /> benefits of the higher tower outweigh any increased adverse <br /> impacts. <br /> (3) Height: No WECF may exceed 100" in height unless approved by <br /> the SPCA. In addition, the provisions of Section 174-24.G. shall <br /> apply. <br /> E. General Requirements. <br /> (1) Proposed WECFs shall be consistent with. all applicable local, state <br /> and federal requirements, including but not limited to all applicable <br /> electrical, construction, not se, safety, environmental and <br /> communications requirements. <br /> (2) Demonstrated Utility. Prior to issuance of a special permit the <br /> applicant shall demonstrate that the proposed WECF efficiently <br /> generates electrical power by providing the SPGA with a "Return <br /> on Investment (COI) report" generated by the manufacturer, <br /> installer or wind power consultant. In addition to the ROI <br /> information, this report shall, include a wind source verification to <br /> ensure adequate source of wind for the proposed site. <br /> (3) Maintenance Plan — Appearance and Operation. A written <br /> maintenance plan shall be submitted with the application for a <br /> special pen-nit for review and approval by the SPGA and shall be <br /> made a condition of said special pen-nit. The maintenance plan <br /> shall include: <br /> (a) Planned shutdowns. All planned shutdowns for more than <br /> three (3) months shall be outlined in the maintenance plan. <br /> The WECF will not be considered abandoned during these <br /> planned shutdown periods. <br /> (b) General maintenance. The general maintenance of the <br /> WECF as recommended by the manufacturer shall be <br /> included in the maintenance plan. <br /> (c) Maintenance of appearance of exterior of the WE <br /> (4) Complaints. Upon written notification of a complaint detailing <br /> non-compliance with the terms of the special permit or the <br /> 'requirements of this, chapter, the Building Inspector or his designee <br /> shall record the filing of such complaint and shall promptly <br /> investigate the complaint. If the Building Inspector determines <br /> that the WECF is not in compliance, the owner of the property <br /> shall be notified in writing to correct the violation.
