j <br /> i <br /> J <br /> i <br /> i <br /> ARTICLES 15: Authorize Membership in Cape & Vineyard Electric Cooperative,Inc. <br /> Submitted by: Board of Selectmen <br /> The Cape and Vineyard Electric Cooperative, Inc. is a non-profit group established to assist <br /> municipalities to take advantage of state and federal tax incentives when planning a variety of <br /> renewable energy projects. This Article requests authorization for the Town of Mashpee to <br /> become a member community in the Cooperative, and authorizes the Board of Selectmen to <br /> negotiate the terms and conditions of the town's membership in the Cooperative. <br /> THE FINANCE COMMITTEE APPROVES ARTICLE 15. Vote: 6—0. <br /> ARTICLES 16, 17, and 19. Authorize Public Streets <br /> Submitted by: Property Owners of Affected Private Ways <br /> The following 3 articles are petitions by residents, whose homes are on what are now private <br /> roads, and who are requesting that their streets be accepted as Town of Mashpee public streets. <br /> The procedure for accomplishing this is a two step process, each step of which requires the <br /> approval by the voters at Town Meeting. Step 1 involves the authorization for the town to <br /> prepare the legal description of the streets to be accepted and sets a "not to exceed" amount to <br /> complete the task. Step 2 involves the approval of the actual, projected costs to bring the <br /> street(s) under consideration to municipal road and drainage construction standards and includes <br /> the authorization to bill the affected property owners as "betterment assessments". As a result, <br /> all the costs associated with both processes are borne by the residents of the named streets, and <br /> there is no immediate impact on municipal expenditures. Once a street is accepted as a town <br /> street, any future repairs or resurfacing, as well as, the maintenance of storm water drainage <br /> systems become the responsibility of the town's Department of Public Works. The three articles <br /> are as follows: <br /> * Article 16: (Step 1) "The Highlands". <br /> To appropriate $5,000 from available funds to prepare a plan laying out and <br /> defining The Highlands. <br /> * Article 17: (Step 1) "Christopher Lane". <br /> To appropriate $5,000 from available funds to prepare a plan laying out and <br /> defining Christopher Lane. <br /> • Article 19: (Step 2) "Spinnaker Drive", "Starboard Drive", "Simons Narrows <br /> Road", "Half Hitch Lane", "Yardarm Drive". <br /> To accept the named streets as a public ways, to appropriate $413,107 from <br /> available funds for any necessary taking, repairs or construction associated with <br /> the ways, and to authorize the assessment of betterments to the owners of land <br /> abutting Spinnaker Drive, Starboard Drive, Simons Narrows Road, Half Hitch <br /> Lane, and Yardarm Drive. <br /> THE FINANCE COMMITTEE APPROVES ARTICLES 16, 17,AND 19.
