APPROVAL OF MINUTES—January 20, 2021 and February 3, 2021 <br /> There were no comments regarding the minutes of January 20, 2021. <br /> MOTION: Mr. Balzarini made a motion to accept the minutes of January 20, 2021 as <br /> written. Mr. Callahan seconded the motion. Roll call vote: Ms. Waygan-yes; Mr. <br /> Balzarini-yes; Mr. Hansen—yes: Mr. Callahan—yes; Mr. Fulone-yes; Chairman Phelan- <br /> Abstained since he was not present at that meeting. <br /> There were no comments regarding the minutes from February 3, 2021. <br /> MOTION: Mr. Balzarini made a motion to accept the minutes of February 3, 2021 as <br /> written. Roll call vote: Ms. Waygan-yes; Mr. Balzarini- <br /> yes; Mr. Hansen—yes: Mr. Callahan—yes; Mr. Fulone-yes; Chairman Phelan-Abstained <br /> since he was not present at that meeting. <br /> BOARD MEMBER COMMITTEE UPDATES <br /> Cape Cod Commission-No Report <br /> Community Preservation Committee-Ms. Waygan stated that the deadline for the Community <br /> Preservation project is April I"to be considered at the October Town Meeting. The application <br /> is available on line. These funds can be used for affordable housing, open space,recreation and <br /> historic preservation. Ms. Waygan stated that at the last CPC meeting,the applicant withdrew <br /> the application to purchase Gooseberry Island until the appraisal is completed. The fact that this <br /> is an island makes this a bit complicated. This article will not be considered at the May Town <br /> Meeting but possibly in October. <br /> Design Review Committee-Mr. Callahan said that the Committee met after approximately a <br /> period of two months. The Committee approved a sign for 35F South Street for Wicked. The <br /> sign was for Crave by Wicked which is a"grab and go"type of food service. Two other projects <br /> for 30 Evergreen Circle and 41 Evergreen Circle were approved to use the parcels as a <br /> construction yard. <br /> Plan Review-Mr. Lehrer reported that Plan Review met to review applications for 30 and 41 <br /> Evergreen Circle seeking Special Permits for contractor's yards on two vacant parcels. The <br /> owner of the properties has been utilizing the site since August without a permit. Mr. Lehrer <br /> stated that the Town has been aware of this and they have been steadily working with the <br /> property owners to achieve compliance. There are two other vacant properties in the same <br /> subdivision that are owned by a different entity and have had the same monitoring and input <br /> from town staff with less movement. At Plan Review it was suggested to the Building <br /> Commissioner that if there is not reasonable movement in the very near future to achieve <br /> compliance that substantive enforcement action should take place. Plan Review ultimately <br /> recommended approval of these Special Permits to the Zoning Board of Appeals with various <br /> conditions on the site plan. <br /> Environmental Oversight Committee-No meeting <br /> Historic District Commission-No Meeting <br /> Military Civilian Advisory Council-No meeting <br /> 4 <br />
