NEW BUSINESS <br /> Interview Ed Pesce Engineering and Associates <br /> Chairman Phelan then asked Mr. Lehrer to invite the first interviewee to the meeting. Mr. Lehrer <br /> then admitted Mr. Ed Pesce into the meeting. Mr. Phelan introduced himself to Mr. Pesce and <br /> stated that each Board member will ask a question so that they can get a good sense of who he is <br /> and what he can offer as Consulting Engineer to the Planning Board. He said that the Board <br /> issued the RFP seeking a new relationship with a consultant to replace a consultant that had <br /> served the Board for 40 years. Mr. Pesce began by saying how appreciative he was for this <br /> opportunity and that he shared in the admiration of the former consulting engineer. He said that <br /> he looked forward to discussing his proposal with the Board. <br /> Mr. Phelan said he would begin with the first question. <br /> Mr. Phelan: Would you please introduce yourself and any team members present and describe <br /> to the Planning Board what made you decide to respond to the advertised RFP for the role? <br /> Would you elaborate on the knowledge, skills and abilities outlined in your proposal that make <br /> your firm an ideal candidate? <br /> Mr. Pesce responded by stating that he was the only team member present. He continued by <br /> saying that he has a tremendous amount of experience doing peer review consulting for several <br /> towns for the last 20 plus years. While operating Pesce Engineering Associates for the last 15 <br /> years, he also serves as the consulting engineer for the Planning and Zoning Boards for the Town <br /> of Nantucket. He added that he has had a great relationship with each and has performed peer <br /> and project review as well as construction inspection review. Mr. Pesce said he understood what <br /> would be expected of him since he already performs these services for both the towns of <br /> Nantucket and Marshfield. He said that he is the peer review consultant for the Zoning Board in <br /> the Town of Marshfield and has served in that capacity since 2001. He said the Planning and <br /> Zoning Boards in Marshfield are not as busy as Nantucket however they tend to give him the <br /> larger projects that require Special Permits or 40B projects. He has also done peer review <br /> consulting for the Towns of Sandwich and Barnstable as well as Kingston and Hingham. Mr. <br /> Pesce said that when he started this type of work back in 1998 and wasn't sure he would enjoy it <br /> since it wasn't design but that it has been a blessing in disguise. He learned how other people <br /> perceive design and the approaches they take. Additionally, he said he gets to perform <br /> construction inspections which is where you learn a lot about design and construction together. <br /> He stated that he feels he would bring a lot of expertise from his professional engineering <br /> experience. He added that he knows both sides of the application process which brings great <br /> perspective to this position. He stated that his role in this position would be only to offer advice <br /> or recommendations and not to make decisions. Mr. Pesce said he realizes he would be <br /> representing the Town in this role and that there is a certain code of conduct that must be <br /> achieved. <br /> Mr. Callahan: How well do you know the Town of Mashpee? Given what you know of the <br /> Town, how would you use your skill and technical expertise to the best advantage for Mashpee? <br /> 5 <br />
