In order to <br /> be committed to a project we all have to agree, the CCC is doing their best to make this work for all of <br /> us. <br /> Mr. O'Hara wanted to point out we are just getting over a pandemic where people were remotely <br /> participating and maybe not even having access to the resources to make these decisions. Businesses <br /> were shut down and nothing was getting done for months. <br /> Ms. Waygan made mention to the issue of March 5, 2021 needing to be cured. <br /> Mr. Fulone agrees with what Mr. Gottlieb is saying. Both Boards are willing to give some latitude <br /> because it is a new process. He understands it is in the regulations but CCC is collecting the <br /> information that is necessary. <br /> Mr. Gottlieb said there are many lawyers involved in this process for someone to make such a <br /> fundamental process problem. The underlying issue is attitude about what we are doing here. The CCC <br /> is trying to work through a set of details and one will build off the other and it raises questions no one <br /> thought of. He does not want to get fixated on a list of requirements at the beginning stages so that we <br /> lose site. All satisfaction needs to be reached in order for signatures. We are either going to do this as a <br /> cooperative conversation or we are going to hue to narrow set of rules and interpretations. If that is <br /> what we are doing don't waste his time. <br /> Ms. Waygan retorted is it cooperative for an applicant to not have a complete application? She has <br /> been in this position before where the application isn't complete and that is not a cooperative situation. <br /> As 16 years being a citizen planner, she is just giving a heads up of a legal liability. She also doesn't <br /> like this implication that there is an attitude. <br /> Chairwoman Sherman wanted to thank the Commission for coming and she thanked the Planning <br /> Board and the Select Board to sitting and discussing and looks forward to the many discussions taking <br /> place in the future. <br /> Mr. Balzarini reminded everyone the whole thing is up to the people of the Town of Mashpee, what we <br /> present, and if we don't do it right it won't pass, we have to work together to make this pass. <br /> Ms. Waygan wanted to thank the Board of Selectmen and the Town Manager in taking an interest and <br /> supporting the need for technical experts. She wanted to address the need for independent in house <br /> experts and consultants that have time and capacity to review a project this big. No party should be <br /> able to dictate who the Town uses as technical experts. If the Town doesn't have the capacity in staff or <br /> expertise to review application in house, we should secure technical experts. This will impose <br /> significant costs, and the applicant should provide the funding to the Town. <br /> Mr. Fulone thinks many of those resources are available from the Commission. <br /> 13 <br />
