With what little <br /> correspondence we have gotten, a lot through public meeting, it is clear the Commission is working with <br /> environmental and traffic issues. Those decisions are being made in Barnstable and not here, we need <br /> these discussions with someone who is impartial and has the Town's interest as their goal and <br /> advocating for us. <br /> Mr. Phelan's issue is how do we define the scope of the review?We have to give the consultant a <br /> scope. What do I have in front of me from them?I only have a very obscure map. <br /> Ms. Waygan reiterated that we have a major question. Is this advantageous to the Town to divvy up the <br /> traffic study. Should this project be looked at by MEPA office as a full expanded environmental impact? <br /> The Commission isn't having an opinion on that <br /> Mr. Phelan said there is nothing in his packet that states people are talking or making decisions without <br /> them. <br /> Ms. Waygan clarified an exchange that is located in the packet. It refers to the applicant not knowing <br /> what level of environmental impact review is needed. It says refer to Development Agreement <br /> application. She thinks there should be a consultant helping with that. We don't have consensus and <br /> instead of guessing I want a consultant to assist. <br /> Mr. Lehrer stated if the Board is willing to vote to pursue traffic consultants, it would be prudent to <br /> define the scope as a peer review of the traffic study provided to the Commission,and a <br /> recommendation should be made of its adequacy. The goal is to have the consultant peer review and <br /> provide any analysis. <br /> Ms. Waygan noted they will peer review and advocate for us. <br /> MOTION <br /> Ms. Waygan makes a motion to procure a consultant for a peer review of the scope of work for <br /> traffic and environmental impact studies and advocate on behalf of the Board, after review of <br /> their technical capacity on related issues. Mr. Balzarini seconds. All in favor. <br /> Mr. Lehrer is asking if staff will peruse the procurement prior to being given Mashpee Commons <br /> completed traffic study? He just wants to be clear, his only issue for procurement is there is nothing to <br /> review at this time. Engineers would need to review the study to provide accurate figures. <br /> Mr. Callahan offered a vote and then wait to have the study reviewed. <br /> Ms. Waygan states if the study from 2001 is okay, then that is fine. We can give them all the documents <br /> involved thus far,the Development Agreement application plus any related correspondence. Normally, <br /> you have a report to give to the consultant for review.We have the application and correspondence <br /> between the Town, Mashpee Commons, and the Cape Cod Commission. That should be bundled and <br /> attached in request for quotes. <br /> Mr. Phelan mentioned we cannot get a quote if they don't know the size. <br /> 5 <br />
