5 <br />Board of Selectmen <br />Minutes <br />September 27, 2021 <br />Presentation of Proposed Phase II of the Comprehensive Wastewater Plan: Sewer Commission Chair <br />Mike Rapacz: <br />Mike Rapacz, Sewer Commission Chair was in attendance with several commission members to update <br />the Board of Selectmen on the proposed Phase II of the Comprehensive Wastewater Plan. Mr. Rapacz <br />indicated the Sewer Commission has been working diligently to accelerate the timetable for projected <br />Phase II. Although decisions have been difficult, it is the recommendation of the Sewer Commission to <br />amend Phase II to focus on the remediation and protection of Mashpee's ponds as well as estuaries. It is <br />also recommended the name be changed from the Comprehensive Watershed Nitrogen Management Plan <br />to the Mashpee Clean Water Plan. <br />After learning as a community of the dire need to pursue an accelerated timetable, a more ambitious plan <br />is recommended. The Board of Selectmen was requested to consider an article for the Spring 2022 Town <br />Meeting warrant to fund 25% design of a newly configured Phase II watering and sewering program. <br />This would allow for adequate time to develop preliminary plans and cost estimates. <br />Motion made by Selectman Gottlieb to recommend the endorsement of the Sewer Commission's <br />exploration of the expanded Phase H plan; feasibility, cost estimates, preliminary plans, and <br />timelines to consider 25% design funding in May 2022. <br />Motion seconded by Selectman O'Hara. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Sherman, yes Selectman Weeden, yes Selectman Gottlieb, yes <br />Selectman Cotton, yes Selectman O'Hara, yes Opposed, none <br />It was announced the Sewer Commission submitted the Town's State Revolving Fund (SRF) Application <br />in support of Phase I of the Town's wastewater treatment and sewering program. <br />It was agreed the Board of Selectmen would prioritize the Clean Water Plan as the main topic of round <br />table discussions in November. <br />Discussion and Approval of Liquor License Amendment Application for a Change of Officer and Change <br />of Beneficial Interest 99 West LLC dba 99 Restaurants 8 Ryan's Way Mashpee MA: 99 West LLC: <br />The Board of Selectmen reviewed the License Amendment Application of 99 West, LLC d/b/a 99 <br />Restaurants for a Change of Officer and Change of Beneficial Interest. As a result of the size of this <br />transaction, the Alcoholic Beverages Control Commission (ABCC) has reviewed and investigated the <br />application determining the transaction complies with Massachusetts General Laws, Chapter 138. There <br />are no forms or fees required to be collected by the Local Licensing Authority. <br />Motion made by Selectman Gottlieb to approve the Liquor License Amendment Application for a <br />Change of Officer and Change of Beneficial Interest for 99 West, LLC d/b/a 99 Restaurants, 8 <br />Ryan's Way, Mashpee. <br />Motion seconded by Selectman O'Hara. <br />VOTE: Unanimous. 5-0. <br />Roll Call Vote: <br />Selectman Sherman, yes Selectman Weeden, yes Selectman Gottlieb, yes <br />Selectman Cotton, yes Selectman O'Hara, yes Opposed, none <br />
