3 <br /> Board of Selectmen <br /> Minutes <br /> November 29, 2021 <br /> Public Hearing: Tax Classification Hearing_Assessor Jason Streebel: (continued) <br /> Mr. Streebel indicated the Board of Assessors voted at their November 15, 2021 meeting to <br /> recommend a Single Tax Rate be adopted with no Residential Exemption and no Small Business <br /> Exemption and no discount for Open Space for Fiscal Year 2022. <br /> The Board of Assessors realizing there is a change in the housing market and with future tax <br /> obligations due to increasing operational costs and sewer expenses agreed to re-evaluate the pros and <br /> cons of a potential tax rate shift. <br /> Additional lead time is necessary to allow for the proper implementation of budgeting, obtaining <br /> necessary software, and to allow for staffing support and timely billing before an adoption is <br /> implemented. <br /> It was noted the Town of Mashpee currently provides exemptions for low-income seniors, disabled <br /> Veterans, and for those who are blind. Veterans significantly use the exemptions that are allowed. <br /> Approximately 12 low-income seniors participate in this program. <br /> Adopting the Factor of"1" for all classes of property would represent a tax rate of$8.03 per $1,000 <br /> valuation. This is an$0.88 cent reduction. Of the 15 Cape towns, 10 towns adopt the Factor of"1". <br /> Discussion followed with respect to providing relief to low and moderate-income residents. And, to <br /> make Mashpee more affordable for the year-round community the Select Board agreed to re-visit this <br /> matter in late March or early April. Mr. Streebel was requested to provide a breakdown of costs <br /> associated to the exemptions for further discussion. <br /> The Board motioned to act on the tax rate. To follow protocol the motion was respectively <br /> withdrawn. <br /> Motion made by Selectman Gottlieb to close the Public Hearing. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Sherman, yes Selectman Weeden, yes Selectman Gottlieb, yes <br /> Selectman Cotton, yes Selectman O'Hara, yes Opposed, none <br /> Motion made by Selectman Gottlieb to adopt a tax rate Factor of"1" for all classes of property <br /> with no Discount for Open Space, no Residential Exemption and no Small Commercial <br /> Exemption. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Sherman, yes Selectman Weeden, yes Selectman Gottlieb, yes <br /> Selectman Cotton, yes Selectman O'Hara, yes Opposed, none <br />
