1 1/4/8 7 .3 <br /> Public Hearing <br /> Public Hearing to review the Definitive Plan of Dolphin Bay Corporation <br /> for a 3-10t subdivision known aa "Dolphin Bay" off of Noisy Hole Road, <br /> adjacent to the Sea Oaks Condomini=s. <br /> Represented by Kevin Kirrane <br /> The first item is the Definitive Plan which has been submitted contingent <br /> to the Subdivision Control Law process; and, the second item relates to <br /> the proposed development of an open space incentive development project. <br /> They have had an informal meeting with the Conservation Commission and <br /> with the Board of Health. In addition they were required to submit <br /> documentation to various Town Boards. They were required to have a <br /> preliminary hearing with the Design Review. They did not receive any <br /> response from Design Review for discussion, however, that is probably <br /> due to the fact there was no building design proposal submitted with the <br /> OSID process. <br /> The Board of Health has provided a communication to the Board indteating <br /> that in conjunction with the development of the OS ID Project that they <br /> would recommend the utilization of any sewerage treatment facility which <br /> would provide for both treatment of nitrates and phosphates. <br /> Tony Ferragamo read the response from the Board of Health stating that the <br /> concerns sited in their previous memo were addressed to the satisfaction <br /> of the Board. The September nth memo was relative to the 3-lot subdivi- <br /> sion. So Tony stated they have to rely on Mr. Kirrane as to what the <br /> concerns were. Mr. Kirrane stated that the initial concern was what was <br /> going to happen on the site. It was explained tar; the Board of Health <br /> that what was being proposed is an OSID Prcject for the potential develop- <br /> ment of 105 dwelling structures. Right now the biggest concern of the <br /> Board of Health is that they have a ,properly designed Sewerage Treatment <br /> Plant. <br /> The Conservation Co-misoion has some concerns relating to the wetland <br /> areas on the proposed development. Thp concerns related to the wetland <br /> area that is adjacent to Noisy Hol;-, Road in the event the ultimate <br /> development scheme calls for an entry way on the, North boundary line on <br /> the site which is the vroposed location on the Definitive Plan.. <br /> That any improvement to Nclisy Hole R,-ad would have an impact on the wet- <br /> land that is adjacent t<--,, that road. <br />
