reconstruction and landscaping of said pond, after sweeping.and prior to any repaving or <br /> reconstruction of Paamps Load upon closure of the temporary construction access to said road, <br /> and upon completion of said Payamps Road Work-_ Inspections will be conducted by the <br /> Planning Department staff at the required completion dates of other project elements on the <br /> following dates: May 11 �',June 16, July 9, August 27h2003, and upon restoration of the <br /> temporary constructi.on assess to Payamps Road in addition to any site meetings related to <br /> landscaping plan afield changes". A final Joint inspection by the Consulfing Engineer and <br /> Planning Department staff shall be required upon completion of the.roadways, buildings, utilities, . <br /> landscaping and other elements in the areas of the 15 buildings as shown on the Site <br /> Development Plan for Southport, Sheets 1-18, revised J1 104 by RIM Engineering co., Inc., <br /> approved under this decision. Developer is responsible for paying applicable inspection and <br /> rein pection fees, as well as the eon u Iting Eng1neee s fees for review of the retaining vwral1, man- <br /> made pond, Paamps Road Restoration and other project plans. Consulting Engineer bill have <br /> been received for the work he has done so far. Arrangements for payment are outlined on page <br /> 11 under item 2 of CONDITIONS. The Consulting Engineer's laid to date is$1875. Planning <br /> _ Department-staff site visits involve 7 sites and an estimated 12 hours. An initial payment to the <br /> Town through the Planning Department,in the amount of$4 p shall be made prior to March 1, <br /> 2004. <br /> Page 11,3. Consulting Engineer for the Planning Board recommended approval of the F edi- <br /> I ock retaining gall by the Board is only as a particular feature of the project's site grading and is <br /> separate and distinct from structureal considerations. The Board's approval is conditioned on-the <br /> developers submission to the Building Inspector' with a copy to the Board, of all of-the plans, <br /> calculations technical specifications and details for said gall, approval of a Building Permit for <br /> said wall and completion to-the satisfaction of the Building Inspector. Upon completion of the gall <br /> reconstruction and grading, an as-built plan shall be prepared and submitted to the Board, along <br /> with the appropriate certifications by the developer's structural engineer, Mr. Bologna of Coastal <br /> Engineering, as to the satisfactory completion of the work per the approved plan and specs. <br /> Torn stated that shades Rowley ley had in fact submitted his approval of-the-wall,foil owing these <br /> requirements. <br /> Page 11.4. Approval of the use and location of the retaining walls adjacent to units 180-183, and <br /> units 3 8 gi.is conditioned on approval of a Building Permit for said walls and inspection by the <br /> Building Inspector upon completion of the walls. <br /> Page 1 , 5. The man-made pond located between Woods Edge Lane, Ironwood Path and <br /> Beacon Court shall not be considered approved until revised plans have been submitted to the <br /> Board for approval by the Board's consulting engineer, and final approval by the Board. The <br /> developer shall submit said plans forapproval within,30 days of the Board's approval_ Any <br /> reconstruction of the-pond and associated'landscaping, once approved, shall be completed by _ <br /> 1 8 . Torn stated.that this is the same completion date as all the other landscaping project . <br /> If there are delays in that prooes, it is one of the areas that may need to have an extension. <br /> Page 12, 6. The aboulder retaining wall adjacent to golf clubhouse and tennis-courts shall be y <br /> hydroseeded before June 1., 2004 to establish vegetation and reduce potential erosion of the • <br /> underlying soil. said hydroseeding shall be done using New England Erosion controlestoration <br /> Mix (for Dry Sites)or a similar mix. In addition, any exposed soil at the base of the wall shall be <br /> loaned and seeded with New England Conservation Seed Mix applied at a rate of 25 lb. per acre. <br /> The developer shall ensure that the seeded grass becomes well established prior to 8 /04. <br /> Where necessary to establish vegetation in significant wall interstices, loam and seed shall be <br /> applied directly if;hydroseeding is ineffective. <br /> Page 12,p 7. Based.on Turfgras Environmental consultants' 2117104 proposal to the <br /> Conservation Commission, a auelified erosion control monitor shall be assigned by the developer <br /> to inspect the erosion control measures at-the base of the f edi-Rock boulder retaining walls, as <br /> well as the. status.of revegetation measures and boulder wall seed growth, every two weeks and <br /> after each significant rain event, until the end of November 2004, as well as during the first weeks <br /> s <br /> of June. Auci st and November. 22.t and shall file a written report to the Planning Board and <br /> Conservation Commission within seven days after each inspection. Any areas which mahave <br /> eroded shall be stabilized by appropriate means loomed and seeded to ensure prol2er growth of <br /> sufficient vegetation and roots stems to prevent an future erosion. <br /> 4 <br />
