Beverly Kane, Chairman, <br /> Mashpee Planning Board: (Read into the Record by Lee <br /> Gunner) "Dear Ms . Kane, I am writing on behalf of the Cape <br /> Cod Business Roundtable regarding the proposed amendment to <br /> the 'down' s existing OSID b rla.w. while we have not reviewed <br /> the proposed amendments in detail, the roundtable supports <br /> the general intent of increasing the u-se of OSID as a means <br /> of allowing development in certified growth areas while <br /> protecting open space .in selected outlying areas of Town. <br /> Ma tepee' s OSID is one of the few municipal zoning measures <br /> n Cape Cod that allows development rights to be <br /> transferred from one area of Town to another. ,Ho ever F the <br /> provision has been little used because it does not allow <br /> the transfer of residential development into mixed-u-se <br /> zones . The proposed revisions would clarify the process <br /> for using the tray-sfer mechanism and would allow <br /> development rights from an outlying residential area to be <br /> transferred into upper stories within a commercial zone <br /> provided the added height was used to accommodate housing. <br /> The Roundtable dews the use of transfer of development <br /> rights as critical to a community' s ability t-o accommodate <br /> growth and protect open space and sensitive natural <br /> resources . In our statement of growth management <br /> . principles the Roundtable encourages towns to consider use <br /> of transfer development Frights (TDR) as a means of off <br /> setting density in growth centers provided there is <br /> adequate wastewater and transportation infrastructure. <br /> This .sentiment was reinforced by numerous community <br /> participants during the three original town center <br /> workshops recently co-sponsored by Roundtable and the <br /> Selectmen' s and Counselors Agsoclation.
