from Mr. O' Malley, Chairman of the Windchime Tru-stees, to <br /> the Planning Board. Said letter state's treatment plant <br /> responsibilities had beer' assumed and i's presently being <br /> monitored by a management company. _ <br /> References were b.ei.n' g made to a letter dated April 17th <br /> from Mount Hope Engineering, Inc. which provides a <br /> de'scri-pti-on of the r ont.bly readings . <br /> The Chairman stated a request. has been made t-hat the <br /> engineer of -the plant to appear before. theBoard in. order <br /> to address these issues in person.. <br /> Dennis Bal arini -stated he. would like the engineer to <br /> explain the din rate. His conern is the Special Permit <br /> requirement of 5-ppm being met on a monthly basis rather <br /> than the State requirement of 1 -pp . <br /> Mr. Quinn stated th,e Management Company is making an <br /> attempt to bring the monthly number down to 5-pp . He <br /> clarified the Trustees -have hired the engineering firm and <br /> that it is their responsibility to request the engineer to <br /> ppa=r before .the Board. He stated it is the 'Trustees who <br /> presently control ownership of the treatmeint plant . <br /> Mr. Quinn then stated the Developer has met all of the. <br /> requi-rements inviolved in, the development p rocess with <br /> regard t-o their agreement with the T,ru- tees.. <br /> The Chairman commented that in the event the Planning <br /> Board had not brought this issue forward, the Management <br /> Company would not be aware of the, Special Permit <br /> requirement of 5-ppm. Request has been made by the- Board <br /> at the last two meetings to have the ngin- eer appear. She <br /> emphasized the Board' s desire for an oppo'rt, ni.tr to speak <br /> directly to the engineer at a Planning Board Meetj_ng. <br /> t this. point the Assistant Town Planner provided the <br /> March readings as filed with the Board of Health, being <br /> 7 . 7 . <br /> The Chairman expressed her concern regarding the <br /> .importance of ,this matter, Board concerns re a-rdi-ng <br /> approval of Phase III whIch allows additional buildings, <br /> and wastewater to be directed into a treatment plant that <br /> does not meet S-pecial Permit uit e t �- She expressed <br /> environm8nt l concerns for impacts to the Mashpee River. <br /> 6 <br />
