He suggested the Board vote to <br /> approve subject to developer' s approval . <br /> MOTION: Steve Dolan made a Motion to conditionally <br /> endorse the mooring of three ( arborvitae (subject to <br /> developer approval) , as suggested in said letter dated <br /> September 27, 2004, from Lvonne Malco son, Southport + <br /> Landscape Cor' uitteo Chairman; which Motion as duly <br /> seconded by Dennis Balarini and so voted unanimously. <br /> DCPC Comment <br /> The Cha-irman reported there have been -responses; 2 <br /> of which are in support of a DCPC; and 9 others who did rot <br /> specify one .ay or the other, made general comments, did <br /> not comment directly on DCPC. <br /> Department Heads - John Cahalane recommended the <br /> Planning Board conduct workshops in the- matters of <br /> Affordable Housing, Land Use, Growth management, <br /> Transportation, Traffic, Wastewater, and dater Facilities . <br /> He suggested the use of the Local Comprehensive Plan as the <br /> appropriate Town document to be used as a guide. He <br /> suggested the Planning Board provide a Master Deport for <br /> the Town. <br /> Mr. Duffy, Assessing Department - Opposed to a DCPC as <br /> he feels it would prevent all building permits from being <br /> issued by the Town, and would effect the growth and value <br /> and hinder the Town' s Levy limit/capacity and be a <br /> deterrent to the yearly bona issues. <br /> Conservation Commission supports the DCPC with <br /> request that waterway nitrogen levels be addressed. <br /> Greg Taylor, Department of Public Torts - Feels that a <br /> DCPC would not assist with the ongoing traffic studies <br /> being conducted by the Cape Cod Joint Transportation <br /> Council. <br /> Clem Harrington, Board of Health - Suggested that the <br /> Planning Board first prepare implementing regulations and <br /> them prepare a nomination. He is in support of a DCPC and <br /> mentioned the Board of Health will be enforcing their <br /> regulation that any property producing over 0-gallons per <br /> day would be required to .install a denitrification system. <br />
