During this <br /> initial inspection Mr. Roney referred to the detail on the <br /> plans to which Mr. Raleigh agreed. <br /> Upon a subsequent inspection to the property Mr. <br /> Rowley found concrete around only two of the structures <br /> which were hidden manholes . <br /> Mr. Rowley had no wa-y of }mowing J.f in fact the <br /> contractor had used concrete to properly seal the <br /> structures prior to application of the binder coat . <br /> Mr. Rowley suggested the binder be cut in order for <br /> him to make a proper inspection, noting that the structure <br /> needed to be raised to the proper grade. <br /> Because Applicant had only uncovered two of the <br /> structures, Mr. Row-ley was unable to complete his <br /> inspection. <br /> At this point Mr. Raleigh addressed the Board stating <br /> he feels it is an unrea- ona-ble request to be asked to open <br /> all of the structures {which were not specified in the <br /> conditions . He has exposed two of the structures at h-is <br /> expense and feels this should be sufficient . He node <br /> reference to the certified affidavits by Down cape <br /> Engineering verifying the work has been dome correctly. <br /> It seems Mr. Raleigh' s major objection is the expenses <br /> incurred with the Town' s request to cut/open all of the <br /> structures . <br /> The Town Planner noted he is not in receipt of said <br /> affidavit from Applicant' s engineer in th-i s matter. <br /> The consulting Engineer noted that had the work been <br /> completed according to the plan detail the structures would <br /> have been risible at the time of inspection and there would <br /> be r o is-sue.
