The new Regional Policy Plan allows for a dollar value to be placed upon <br /> every trip generated based upon past projects that have been studied by the Cape <br /> Cod Commission. <br /> Mr. Cannon mentioned incentives for growth activity centers. <br /> Mr. Rowley noted that the Mashpee Commons project is unlike any of the other <br /> projects cited by the Cape Cod om' Mission, and is unsure that the numbers would b <br /> accurate. He feels that to compare what is being proposed by the Applicant for the new <br /> phases is not the same; the-type of development is different. There is no traffic study for <br /> Jobs Fishing Road or the whitings Road project which is comprised f mainly mixed <br /> residential development and the impacts are not known. In addition,the new mixed <br /> phases development would attract a new type of traffic, the amount of traffic flog would <br /> be less as people will be able to walk to work and not travel long distances, and.perhaps <br /> that portion of traffic would be less. However, no real traffic numbers have been <br /> produced with regard to the outlying periphery. <br /> Mr. Storrs stated that live work situations along with access to public <br /> transportation tend to produce fewer trips. He also stated that ITE does not recognize this <br /> factor, nor do they provide a discount at this time as compared to mixed use <br /> development. <br /> Mr. Cannon stated the developer would make the choice, if the development is <br /> located within an economic center, whether or not to move forward with payment for <br /> mitigation or provide a traffic study. <br /> Mr. Rowley expressed concern for the Planning Board receiving sufficient and <br /> accurate information needed to make a determination in this regard. <br /> Mr. Cannon spoke to the cost of a traffic study and to impacts to the roadways. In <br /> the event the Applicant chooses to pay mitigation costs, he suggested it would b <br /> reasonable for the Planning Board to relue.st a limited traffic study of areas of concern. <br /> When-the fair share mitigation do]lr amount is calculated the Cape Cod <br /> Commission would there go to the town and inquire as to how the moni s should be spent. <br /> request can be made of the developer to repair/improve intersections; the town can also <br /> use the monies as leverage with a state program. <br /> The Town Planner noted that the new $500.00 calculation does not account for <br /> any inflation in costs. <br /> Mr. Cannon stated there is an inflation factor built into the new RPP. He also <br /> suggested the Town negotiate the project, to become part of the project, prior to the <br /> issuance of a permit. <br />
