ti <br /> The Chairman clarified.Board oard concern that Mashpee Commons has a large credit <br /> with the Cape Cod Commission and that at the time mitigation is calculated there will be <br /> a fairly small debt to the community. Mashpee Commons would like a signal at East <br /> Steeple Street. There is an issue at the intersection at f onna's Lane connecting <br /> Commercial Street, as well as concerns for the rotary area. <br /> Mr. Storrs suggested there is some confusion regarding infrastructure and <br /> mitigation. In astructure are improvements that specifically benefit Mashpee Commons, <br /> such as the light at North Market Street. <br /> Mr. Cannon agreed that some of these concerns are considered to be infrastructure <br /> that will benefit the developer. Signals at East Steeple Street and lonna's Lane would <br /> benefit the developer and would be their financial responsibility. A round about at <br /> onna's Dane and Great beck Road South would benefit both.the development as well as <br /> the public as here would be safety and capacity improvements to two public streets. This <br /> matter would be negotiated between the developer, Town, and Cape Cod Commission, <br /> The Town Planner stated there i no safety concern; the thought was-to slow <br /> traffic down before entering the project. <br /> Mr. Cannon explained that the only restriction on monies held by the Commission <br /> is that said monies be spent on the impacted areas to benefit the Town. <br /> There is a requirement within the RPP that 25% of project traffic come to the <br /> development by some other means than a.single occupancy vehicle such as car pooling, <br /> walking, and bring. Office use can generally meet this trip reduction requirement, <br /> however retail usually does not. Other acceptable means are cash, land donations, bike <br /> paths, and contributions to public transit. The Commission holds this cash to be spent by <br /> the Town on non-motorized improvements. There is also a requirement that the <br /> developer:maintain any traffic signal(s)they provide to the Town. <br /> Safety issues can be negotiated separately. The Commission maintains three <br /> different Pools.of monies—trip reduction, congestion, and safety projects. Mr. Cannon <br /> feels strongly that am Board should be able to deny any-project that can be proven to.be <br /> unsafe or-that which causes a degradation of public safety. <br /> Mr. Cannon agreed with the Chairman that the Mashpee Rotary is an issue that <br /> will need to be addressed. The Commission has done some study in this regard with <br /> other projects. <br /> Dennis Blarirui stated that the Planning Board will be putting a great deal of <br /> faith into the Commission's recommendations with regard to traffic matters. <br /> The Town Planner suggested that ultimately there has to be a solution to traffic <br /> issues at the Rotary, and that financial issues be based on a long-term project. <br />
