 R
Ms. Armsler informed the Board that she would like to speak about the technology
and Self Reliance. She stated that she is are advocate for renewable energy, but that she
does not endorse every available technology. Her position is to advocate for proper
installations of appropriate technology. She is a Board Member of the American Solar
Energy Society Small Wind, and has recently been appointed to the American Wind
Energy Association Small Wind Board that focuses on certification for small wind.
Nis. Amster stated she and the organizations she is associated with are extremely
concerned about the type of available technology that people are advocating for and
installing. She suggested that much can be learned by solar installation mistakes, and the
question of whether or not the technology produces.
Ms. Amsler is interested in reviewing the data that would verify some of the
claims being made.
Effect of Obstructions - National Renewabl Energy Laboratory —in order t
generate electricity, you need to be up in the clean wind, the blades need to be at lust o-
f . above the tallest obstacle-within oolf . of the tower.
Some Facts to Consider—All wind turbines vibrate. All rooftops and other
obstacles create turbulence. There is skepticism around this technology. leis. Amler
stated there are two well-respected websites connected with the wind industry that speak-
to the negative impacts surrounding roof mounted turbines. (She dice not however
provide-the information at this time.)
The tower is the most expensive piece of equipment to consider when installing
wind turbine, but will pay for itself'very quickly if the clean wind is reached and actually
begins to generate electricity.
Wind Data from Rooftop Study—Conducted through Warwick Wind Trial in
U.K. Ms. Arnsler reiterated that in order to get into a good wind source, you have to be
well above the turbulence. Again, she urged anyone interested in any type-of technology
to look at-actual data., especially wind.
Ensuring that good wind installations is key to having higher public acceptance of
the technology—Ms. Ams.ler stated that her major concern is to.see that installations are
dome correctly. Roof mounted turbines and vertical access machines should be avoided
as they appear to be producing electricity when in.fact they are-not.
Ms. Amsler concluded her presentation at,t is point, 9.-25 p.m.
Mr. Rowley asked what the Town of liashpee is most concerned about with
respect to wind turbines, the public issue concerns that drive the bylaw, or to alloy one
style or another.
The Board responded safety issues, visual effects, and effectiveness.
9
