Mr. Bra ington-Smith directed the Board to the Massachusetts Technology
Collaborative website to view wind resource naps that have been.generated for any town
in Massachusetts. Said maps will provide the wind resource at a pre-determined altitude
typically designed for commercial scale wind.
Thomas O'Hara expressed concern for the mounting of wind turbines onto the
side of a home, wooden structures, and the impacts of vibration. However, the.model
shown this evening and the proposed model are constructed onto a structural steel frame.
He explained the Planning Board concern for inappropriate mounting ofturbines, the
vibration factor--, onto the side of houses, which lead to the restriction in the bylaw.
Mr. Bragington#Smith Mated that the mounting would have to be considered on an
individual basis, Any structure would have to be inspected in order to determine whether
or not it has the capacity to dandle the mount while protecting the interest of consumers
and residents of the Town. He suggested the bylaw be structured to require an
appropriate design for structural installation to be reviewed by a structural engineer
and/or a com' petent building appraiser. It should always be documented that the structure
can withstand the technology.
He also informed the Board that the technology has advanced and proof has been
well documented in the U.K. (regarding sound and vibration issues). He did agree that
this technology is not appropriate for all structures, and that the proper procedure should {
be followed. He suggested the Board review/consider each proposed site on its own
merit.
Mr. lowly asked how long this particular design has been mailable; to which
Mr. r in t n-Smith responded, "About -years since it was actually designed over in
the U.K."
The Town Manner inquired about the cost effectiveness ofthe turbines; to which
Mr. Bragington-Smith replied, `well, you know, that is going to be determined by the
actual wind". The machine would be at maximum output at approximately 20-mph and
that each site and particular wind characteristic will result in a different net bottom line.
He also stated that the equipment is extremely agile and will adapt to the change in wind
direction.
fir. Bragington-Smith concluded-his presentation at this point, 9:05 p.m.
The Chairman thanked him for an extremely informative presentation.
The Chairman then recognized Megan Amsler, Executive Director, Cape Cod Self
Reliance.
Presentation
8
