+ t
Studies—The British wind Energy Association has completed comprehensive
studies on this technology and have concluded that properly designed structure mounted
technology provides an important segment of the future renewable-energy portfolio. The
English government has-recommended communities adopt a standard that would accept
structure-mounted wind turbines as an accessory use in urger to encourage use. Studies-
specifically have idntified the Swift technology as an excellent technology and
important break through in overcoming some of the historical obstacles for wind energy.
Not one Swift turbine installation has had a problem (this statement can be documented).
Structure mounted wind should be approved as an accessory use for the Town of
Mashpee. Proper siting should be identified as are essential component of the approval
process. Proper technology should be required. Proper installation is critical.
Renewable energy is a very important thing.to be considering, and embracing.
This is an important component f the future tore and Ma hpee leas an opportunity to
participate in a leadership role in this activity for Massachusetts and for the nation.
The Teacher"s Association for the U.K. has recommended to the government that
structure-mounted wind turbines be installed at all schools due to the°importance of
helping children understand the relevance of renewable energy to our Future.
t this point llrlr. Brginton-Smith concluded his presentation and offered to
answer any questions the Board might have.
The Chairman asked about installation of the local turbines.
Mr. Bragingtn-Smith stated installation began on the day before Thanksgiving
and was completed at :00 p.m. The installation process and technical sophistication is
extremely well designed, resulting in a swift-and simple installation.
Dennis B l nm* asked about the cost of the turbines.
Mr. Bragington-Smith responded, approximately 10,0 0.00 each. There are
incentives associated with the purchase, approximately 0%of the cost of the turbine as a
rebate. He feels the costs will decline as technology is produced in this country rather
than being,supplied by the U.K.
The Chairman asked who conducted the feasibility studies.
Mr. Bragington-Smith responded, "I did". He stated he has been studying wind
on Cape.Cod since 1992. The Conservation Consortium has been involved in sustainable
technology and conservation across the Cape and has been monitoring wind. Putting up
commercial scale wind turbines on Cape Cod is an extremely complicated process. To
construct any type of large scale turbine that requires a tower also requires a fall zone,
which requires acres c, which eliminates a large number of potential opportunities.
