It was the consensus of the Board to direct Mr. Rowley to make an inspection of
'the intersection of Silver Leaf and Fox Hill and file a-report.
Discussion
Building Mounted wind Power Generation Facilities
The Chairman called this-natter and provided some background information. Iir.
Storrs, Mashpee Commons, is proposing construction of two building mounted wind
turbines, which are prohibited under the new wind Turbine Bylaw. This discussion will
be used upon the particular model turbine Mr. Storrs has purchased for mounting-on his
buildings.
The question being whether or not the Planning Board is-inclined to remove the
prohibitive statement from the bylaw and to provide Mr. Storrs with a letter of support for
the proposed project before he appears before the Zoning Board of Appeals for a variance
from the Special Pemidt.
The Chairman then recognized Brian Bragington-Smith, Community wind Power
LLC, who referred to this discussion as innovative technology and change. He stated that
progress will occur and changes will result. He intends to speak in favor of structure
mounted wind as a valuable component of the renewable energy spectra nm for future
energy.
Community wind Power LLC is in partnership with Cascade Swift, the U.S.
manufacturer and distribution company for the Swift structure mounted wind turbine
which was developed in the U.K.
Presentation
Decent installation at hristy's Market in west Yarmouth, MA., to which there
has been nothing but positive reaction. A mirror image of this installation is planned for
the hri ty's Market at fyanough Road in Barnstable.
Installation, consists of three structure mounted wind turbines on a gas island
canopy at hrist 's Market in west Yarmouth. Mention was made of the circular ring
around the outside of the blade tips creates an aerodynamic effect. Studies conducted in
the U.K. proved that the turbine was quieter than the background noises. The turbine is a
totally enclosed water-fight.structure and are very effective at producing power from the
wind. Power is generated at a very low wind.speed, 5 mph, and continues to operate in
wind speeds up to 60 mph. The output is substantial and automatically turns out of the
wind.
Historical Experience—Only technology intended to be mounted on a structure
should be and the structure itself should be suitable for the application of technology.
