Joint Meeting with cape cod Commission Subcommittee re: 1 lashpee Commons <br /> ,.lire Dorgan and Frank Shepard, Chairman of CCC subcommittee opened the joint <br /> session. They both a pressed a hopeful outcome to both this and future Joint meetings. <br /> Doug-Storrs said that it is important to continue,-dialog with the Mash pee Planin <br /> Board regarding the I ashpee Commons master plan. He feels that the development <br /> agreement is the best aipproach and that the two most important is ues.,,involved are a <br /> time frame, and b desire for flexibility. Another important consideration, he said is to <br /> keep with the historical -architectural design of the buildings. He asked for the entire <br /> committee to endorse the development impact report. Torn Fudala said he had <br /> reviewed the comments received from the state. Brief discussion on this. <br /> Frank Shepard said that the QCC is taking comments from both committees and the ' <br /> public to come up with a final environmental report and felt.that the-time.-was now <br /> appropriate to jointly begin a development agreement. <br /> Torn inquired as to whether the state is a part of this process. Doug res on'ded that the <br /> state defers to the CCC. Frank said that the state does need to ap pro.ve the-final <br /> impact report, but that the highways are the states only concern. some discussion <br /> followed regarding the involvement and interest of the state. <br /> Doug gave a quick overview* of land use issues the are dealing with. He <br /> ■ y scribed a <br /> problem with committee overlap and hove they are taring to look at the ro'ect-from <br /> p ,J <br /> many different angles.before any-decisions are made. <br /> Torn said that local people are aware of the by-laws and that public meetings have to <br /> be posted. There was some discussion about public postings-and how this Jos done, He <br /> inquired as to how the mechanics of a development agreement relate to zoning. Frank <br /> Shepard brought up .the Talanian project and how there are zoning issues that are:still <br /> unresolved. He -was adamant that his Commission star in close-contact with the PB. <br /> Torn handed out copies of the bar-lags and there was some'review of articles including: <br /> the negotiation and involvement of town selectman -and the contents of a development <br /> agreement. The topic of state interest and involvement was; again, p <br /> brought u . <br /> g <br /> Margaret Callanant counsel for CCC, went in-depth regardih.g development agreement <br /> regulations. She stated-that she is coordinating with Torn Fudala.regarding the public <br /> hearing guidelines. She read from Section 5 of CCC Chapter D, whibh describes the <br /> formal process. <br /> Sharon Rooney,y, of the CCC brought up the issue of time frames involved in the <br /> process. Dennis Bal arini said that-am ndments can be made,as the process s goes <br /> .along' once something has already been approved. He also Mentioned concerns h <br /> has about waste water. <br />
