dip <br /> Beverly Kane inquired as to where the Planning Board stands in the application <br /> process. Torn answered that the final environmental report has not.even been started <br /> yet. Frank asked when Doug plans to 'Complete the final impact report; Doug said it <br /> would be sometime in January. <br /> Doug gent-on to say that he has been studying this issue for ten years, reviewing.plan <br /> elements, etc. They are hoping to start the process on an informal basis immediately, <br /> y, <br /> as it will be a lengthy process. <br /> lengthy discussion began regarding the public "noticing" of meetings and the <br /> g <br /> importance of keeping the public/abutters informed. There was lengthy discussion <br /> about this. <br /> Some Board members expressed concerns about getting into discussions before the <br /> development plan has been filed. Doug and Frank both continued to insist that the <br /> process.needed to begin immediately, with or without a.development plan. <br /> Dennis and several other Board members expressed concerns about beinginformed <br /> about the content of meetings in advance. Beverly added that the full Board needs to <br /> e involved and should not be getting information second hand. <br /> Doug said that the joint meetings should take place at least once a month. Discussion <br /> followed about setting a certain date per month. Frank and Doug stressed <br /> p g that this is <br /> the most important decision being made for the town of Mashpee for the next one- <br /> hundred.years and again, stressed the <br /> importa ce of-getting started immediately. <br /> There was some disagreement regarding the commencement of joint meetings before <br /> the development plan is filed: The CCC held that there is plenty to discuss now and <br /> that all should be involved in the planning stage. - <br /> Doug suggested that a selectman' (Bob) participate. There was some discussion about <br /> who should be included, but the general feeling was that the de►relo rnent committee <br /> should b kept as small as possible. <br /> p <br /> Mike Ford, ttorne r,for Mash pee Commons said that there should be me <br /> p 1 etng prior to <br /> certification, pre-application meetings), as much goes into the planning process. He <br /> initiated some discussion regarding the special/local permit issues. <br /> Motion made by Dennis-to have the full Planning Board, including Steve Dolan, and <br /> that a l ashpee Torun Selectman be invited to participate in joint meetings with the <br /> Cape Cod Commission regarding Mashpee Commons. Seconded by Martine; carried <br /> unanimously. <br /> Sharon distributed copies of a Draft, an Environmental Impact Report and a synopsis of <br /> issues that have been discussed so far. <br />
