1
when he refers to the Development Agreement or traffic mitigation,he is
talldng about the entire park. =
• Actual traffic generation traveling on the roadways that would not
have been traveling there in the first lace.
p
• The TDM(Travel Demand Management)which is a reduction
required under the Regional Policy Plan of the Cape Cod Commission.
He noted that the Development Agreement has dealt with this for the
entire IndnUW Park. Under the terms of the Development Agreement, 4,
up to 255,000 square feet may be developed within the park. However',
there are hnutations to that. In the Development Ag
reement,greement,there is
a limitation of the total number of vehicle trips that can be generated
per day and per peak hour. The per day is a little over 2000 for total
trips and the total number for peak hour trips is in the 600 range. r
Mr.Butler commented that with theft proposed building, they estimate $
somewhere in the 500 vehicle trip per day range and 40-60 in the peA '
hour trip range. Mr.Butler added that there is a long list of actual.TI M
steps which are being taken which include construction of a shuttle bus
stop,bicycle racks,preferential parking for van/car pools,providing gill `
showers and lockers within . .buildings,,encouraging on-site amenities $
such as ATM,direct deposit,cafeteria,child care,and fitness centers,
trip reduction strategy manual, and there will be a TDM Committee which '
is to be represented by one person from each of the uses.
Mr.Butler added that the only issue outstanding at this point is from their meeting this
mornin with the ,
g Cape hod Commission. The Cape Cod Commissions did not fnnalie their
detelIIunation as to how they were 4i kl' 4r
eattng the facility from an ITB tip generation
standpoint. The issue is how do you count the basement spaee. He stated that their position
of this basement space is to allow doctors to store documents and. in addition,to have the
ability to store equipment and supplies on site.
!M
IV
(Chairman Dennis Balzarini joined the meeting at 7•55 PM.) i
James Dorgan questioned Mr.Butler on who did their traffic study. Mr.Butler stated that
they are not required to have a trafflc study from the standpoint that the idea and the concept
{turd {'-•
behind the Development Agreement is that the Mashpee Industrial Park Trust and their ,
traffic experts have met with the Cape Cod Commission back when the Development
Agreement was being derived Mr.Butler stated that if the Planning Board feels it is
appropriate,he can have a traffic expert look at exact traffic generation numbers for this use.
Mr.Butler stated that he represented the Mashpee Industrial Park Trust when they did the
agreement and he noted that there was a lot of thought and a fhirly comprehensive review and
discussion with the traffic people about all the potential uses and how to address the
mitigation.
Mr.Butler pointed out that a lot of work and a lot of thought went into setting up the
mitigation strategies that are in the Development Agreement. He noted that there is a specific
p A
section on the traffic provision in the Development Agreement on Page 5,Roman Numeral I, ;`
Section 1D—a whole paragraph on proposed medical/dental uses that deal with the W
mitigation of this particular type of use. He also noted that the transportation section goes
from.Page 3 through Page 6.
