He noted that one of the best by-Laws you could issue is one of the clearest. '
Upon questioning by Mr.Bonvie, there was discussion.concerning OSID projects and age- `' r
r
restricted facilities. { 14
Mr.Fudala commented on setting the cap number at 100 and exempt age-restricted projects
for 55 and over, exempt oSID projects, and clarify that those things that are exempt under
the state law don't count towards the cap number. t
Thomas Analetto commented that he feels the -law is by already clear and he doesn't believe it
needs to be rewritten.
There was discussion concerning the number to choose for the cap and also what would be
exempt and how to exempt. In addition, there was discussion as to the by-law and how
specific it should be.
Mr.Fred Wbite,Builder, suggested that the Planning Board go with a number and then
review the number in a year to determine how it is doing and it can always be amended
Beverly Dane commented that she has a problem setting a number that is essentially higher
than the average for the last 3-4 years if the goal is to slow growth.. She noted that the
average has been 95 for the last few years and she would suggest wffing the number at 95.
C Balarin'questioned the members what their suggestion for the number would be
►rcri
and the members responded as follows:
Beverly Kane 95
Martine Mei'Jerin
g 95(with exemptions of oSID&age-restricted) +,
James Dorgan 120
Dennis B 100(with exemptions of oSID&age-restricted)
Matthew Malone 100(with exemptions of oSID&age-restricted)
Nk
otY n to aq Growth MIMAgEment B law Number at 100: =I►.
-law-
Chairman Balzarini asked for a motion to be made to set the number.
Mr.James Dorgan made a motion to set the number for the Growth
Management Bylaw Amendment at 100 with the following two exemptions:
oSID Pro' and Projects which are Age Restricted of 55 and over. Also #t
J J g
•r
included in the Amendment would be clarification/explanation that units that ;;di
3,a
are exempted through Mass general laws are not counted towards that number
--units that are exempted by Chapter 40. x
Motion seconded by Matthew Malone.
yi l
