The real derivation of this project was the <br /> e on and careful study on the part of both hospitals on what were the needs of the <br /> community of Cape Cod as it related to health care needs and how can they best be addressed. <br /> One of the key needs identified has been the need for easy access to pnimary care by faaniilies j !14 <br /> and,if necessary,referrals to hospitals. i- <br /> Mr.Butler stated that what they have put together for review at this meeting is a brief <br /> presentation on the site,the proposed building,and some of the criteria under the by-Laws that <br /> relate to special permits. <br /> Mr.Butler stated that the Development Agreement was adopted in February of 1997. It was a <br /> comprehensive Development Agreement between the Industriai Park owners and the Cape <br /> •3 <br /> Cod Commission. There were public hearings held in Mashpee and the town was involved in !, <br /> giving input. During that process,the development agreement was submitted. Mr.Butler <br /> stag that at the time of heir application,they submitted a copy of the Development <br /> Agreement with its attachments. He noted that the document is 21 pages and a very <br /> comprehensive document covering a number of issue areas such as transportation and traffic, <br /> water resources,wastewater discharge,storm water discharge,and auditing/monitoring <br /> program control and limitations on hazardous waste and materials. ' <br /> _� <br /> Mr.Butler stated that they met with the Cape Cod Commission this rnorning and went :' <br /> through with them a matrix which lists each of the conditions in the Development <br /> Agreement. He noted that the primary party responsible for the conditions is the Mashpee � <br /> Industrial Park Trust. , <br /> Cape Cod Health Care has put under purchaselsale agreement Lot#37,approximately 3.5 <br /> acres. W; ' <br /> ` •i <br /> i <br /> Mar.Butler noted that what the Cape Cod Commission agreed today is that the Mashpee �� <br /> Industrial Park Trust does have to address a number of issues to be in compliance with the , <br /> matrix and the conditions,but that none of those would prevent the issue of a special permit- Ilk, <br /> however,they would have to be addressed prior to the issuance of the building permit. <br /> The property is located just on the corner of Route 28 and Industrial Drive. He noted that , <br /> what is proposed is the construction of a 30,000 square foot building consisting of a 15,000 f <br /> square foot footprint,associated parking,two-story building,with the first floor having <br /> 151,000 square feet of entirely medical office use*n the form of primary care physicians and <br /> internists. The second floor would be split one-half medical office use and the other half <br /> would be Cape Cod Health Care administrative offices. The basement of the building, <br /> another 15,000 square feet,would be used solely for the puposes.of document storage, h <br /> equipment storage,and deliveries. <br /> Mr.Butler noted that the building has been designed architectunifly and last week they were <br /> before Design Review and provided them with a imin landscaping plan. Mr.Butler <br /> had the current product in terms of design of the building and presented it to the Planning f' <br /> Board <br /> Mr.Butler stated that they have requeged permission from.the Design Review to go forward <br /> with the Planning Board this evening with the understanding that they will go back to Design <br />
