3 ,•!� <br /> a <br /> ' M#l! <br /> Review next week with some additional information they have requested and then would be µ <br /> requesting a condition that would require final sign-off by Resign Review. <br /> Mr.Butler introduced Sue win g,Chief Crating Officer of Falmouth fIospital,to describe � <br /> the derivation in terms of how this site was chosen by the,hospital and some of the <br /> background information as to how the different types of uses that will be going iota this <br /> facility were chosen and then how the premises are supposed to be operating. <br /> Ms. wing stated that access to primary care on the Upper Cape is aproblem;therefore last <br /> year they made a strategic plan to recruit in at least 14 new primary care physicians. Then <br /> they proceeded to meet with focus groups in each of the towns. They met with MaArpee Fire Al <br /> Chief,Mashpee Police Chief,some of the neighborhood association people and they tried to <br /> ascertain from them what they felt Mashpee really needed. Again,it was access to ptimary <br /> care and they also found that if semi-urgent care(minor emergencies)could be provided,that <br /> would be a real benefit. <br /> f!� <br /> Ms. win noted that they would have four <br /> g eY primary care practices at the new building—they <br /> will be moving their Mashpee Medical positions into this site,two internists,ob/gyn <br /> Boil ' �! <br /> positions,diagnostics x-rays and a lab. On the second floor will be a lab processing facility <br /> and some of it will be open space for an increase in medical office facilities. <br /> Ms. Wang commented that they came back two weeks ago and met with the people M* <br /> Mashpee(the focus groups)and laid out the plans. She commented that the people were quite :}, <br /> pleased with it. <br /> Mr.Butler informed the Planning Board that they met with the Technical Review group a few <br /> weeks ago. For the septic design,they are required under the Cape Cod Commission .• <br /> Development Agreement,to meet a 5 parts per million nitrogen nitrate loading requirement w <br /> and there is the need and the implementation of a denitrfication system. <br /> Mr.Butler stated that they believe on all the information they have that they will be able to <br /> comport with all the requirements of the development agreement;thus,in turn,by <br /> comporting with these requirements,they meet the nequirements under Section 174-24 which - <br /> are all the various criteria required for the special permit. !` <br /> Mr.Butler stated that in the area of water quality,the Mashpee Industrial Park Trust is , <br /> required to have an auditing and monitoring system on an annual basis where either the � <br /> Board of Health,the Town of Mashpee,or the Cape Cod Conmussion water Quality Staff <br /> , <br /> may come without notice and test samples. <br /> { <br /> Mr.Butler also noted that the Mashpee Indstrial Park Trust is required to place monitoring <br /> wells in the Park. <br /> The Mashpee Industrial Park Trust,under the Development Agreement,is required to make a <br /> traffic rtuti tion payment for two thin R ga payrn things—on site mitigation as it relates to issues associated <br /> with the entrance in that they are required to conduct a warrant signal study upon the <br /> issuance of a building permit for this building. They are also required to pay TDM(Travel <br /> Demand Management)payments to try to reduce the taps by 20%. That figure is currently 'fir <br /> being negotiated but will be in the vicinity of between$80,000 and$100,000. <br /> Mr.Butler introduced Brian Dunn.,Civil Engiuneer,to review the septic system design and <br /> how the denitrification process will work. ` , <br /> , <br />
