i;
Issue 4: Nitrate Loading-Mr. McElhinney stated nitrate loading is a legitimate
concern which has been addressed in their design. There is currently a 5-part per
million standard the Cape Cod Commission uses for groundwater, but it is under
study especially with regard to Shoestring Bay. The nitrate loading from the golf
course is less than half if they went ahead with building houses and septic
systems, roadways, and grass areas. Golf course usage plans uses 3 lbs per
thousand sq. ft. per year of nitrate. Willowbend is developing an Integrated Golf
Course Management Plan(they have developed over 100 golf courses)with what APO
they consider to be a state of the art environmental plan. Detailed summary will
be available at a later date.
Issue 5: wetlands-Mr. McElhinney stated that this golf course requires no
alteration of any resource area with the possible caveat that there will be some
!lit
over story trimming for one hole that crosses a cranberry bog. Willowbend has
had discussions with the Conservation Commission to try to adhere to their
standards. hn,
Chairman John Kuchinski referred to a letter from the Cape Cod Commission
;gl
that was received from the Conservation Commission requesting jurisdiction of
determination of the Willowbend golf course expansion be postponed until CC
makes a formal decision. There will be a hearing date of 10/12/99.
Response from Mr. McElhinney: Willowbend has already met with the '
Conservation Commission in mid August. They have also met with various
neighborhood groups.
Public and Planning BoardQuestions: :
Planning Board, Dennis Balzarini-Concerned about water and nitrogen problem
Mike McNeese Civil Engineer(Vanasse Han en Brustlem VHB)Inc. i
Watertown,MA)-Numbers that were run between the houses vs. the golf were
"pretty much the same". q.
.t.
Representative from Maushop Stables is concerned about Shoestring Bay with
regard to cumulative nitrogen levels. Mr. McNeese stated that studies show septic
i
systems contribute to the majority of the pollution. Representative from Mausap

Stable asked if Willowbend had looked into using water from wastewater
treatment as a method of watering?
