On 1113199, Willowbend <br /> submitted responses to a number of items requested by the Board and responses to some <br /> questions raised in the 9/28/99 memo from the Planning Board. The first issue is one of <br /> bedroom, counts and unit counts and how that affects things. Willowbend has submitted :Y ,r <br /> their most current bedroom which is 93 units constructed on the property or under <br /> construction, a total of 323 bedrooms (or roughly 3.5 bedrooms per unit a total <br /> p � leaving <br /> of 530 bedrooms spread over the remaining 194 units (or roughly 2.75 bedrooms per <br /> unit). All the infrastructures (sewer lines, etc.) are in place for these units and would not <br /> leave units unbuilt. Mr. Fudala asked if Willowbend was reducing the number of <br /> bedrooms? Mr. McElhinney stated"yes"with change, but there's no way to predict. <br /> Mr. Fudala stated that if the permit doesn't reduce the number of bedrooms, there's no <br /> way to reduce the nitrogen. Mr. McElhinney said Willowbend hasn't claimed nitrogen <br /> reduction. The only nitrogen reduction claimed, and"it's significant" is the reduction <br /> that comes with the elimination of the loose from the housing and the roadway, the non- <br /> treated runoff from the parking lots. Randy Hart, Traffic Study: A draft has been <br /> submitted which will be modified if necessary. During peak season, traffic was counted <br /> at eight locations: between Quinaquisset/Rte. 28lRte. 1301Orchard St. At that point, <br /> they looked at the potential buildout of the project and determined that trading some <br /> residential for golf course would create less intense traffic conditions. Other projects <br /> ,s <br /> were taken into account. Mr. Fudala stated that the main point on the traffic was that <br /> this was seasonal and it would be incorrect to use trips per day. Mr. Hart said they did <br /> not use trips per day. Mr. Fudala questioned as to how they arrived at a reduction; how ; <br /> do you generate traffic from a golf course? Mr. Hart indicated they compared it to a <br /> standard and felt they were very conservative. Mr. Dorgan asked what would the ' <br /> difference be in membership from new golf course and eliminating houses? Mr. McElhinney ' <br /> answered by saying there are currently 325 members; membership would increase by <br /> 125, for a total membership of 450. Mr. Hart indicated traffic assumes everyone A i� <br /> coming from off-site. Mr. Kuchinski asked when the counts were completed? Mr. Hart <br /> responded they were completed 8199. Mr. Fudala asked about the study intersections. <br /> Mr. Hart answered they assumed Sampsons Mill Rd. (first left coming from East) t <br /> instead of Orchard Rd., traffic coming from West would use Quinaquisset. Mitch <br /> Mulholland, Director of UMass Archaeological Services: Mr. Mulholland was hired in <br /> 1986 to begin a series of archaeological surveys,know then as Fox Run. The first step <br /> was to put approximately 400 pits into the ground, do a lot of background research, rank <br /> the area according to areas of high potential, then followed up with subservience testing. <br /> The second step was to do a site examination of the sites that were determined to be <br /> worthwhile. That was done near the point(2 sites): Fox 3 and the Simons Site which <br /> was an historic period Native American household, a family of mariners. This site was <br /> eligible for the National Register which is used as a guideline/standard. Subsequent to <br /> that, a data recovery was conducted, sampled the site, and removed the information that <br /> would make it .eligible for the National Register.
