x
i
they have looked into the issue closely and will share their research. Mr. Fudala stated
he was at the public hearing and knows what was required by the Special Permit. Mr.
Dorgan suggested Greg Taylor, the director of Public Works, should be brought into
what kind of roads they are. Mr. Fudala said they are not town roads, but they are
graded by the town in the past and used by the public. Mr. Malone asked if fairways or
tees interfere with the road? Mr. McElhinney responded that no they don't, but
fairways crossing the road doesn't impede the public from using. No greens will
impede Ancient Way. In some areas, they will use astro turf, but they will not block it.
Board Questions: No
Public Questions: Tony Analetto, close neighbor: requested that the public ways be
left in their natural state. There is currently astro turf running across the public way,
which is not the way it should be. Mr. Fudala asked what is natural? Mr. Analetto
answered"nothing artificial". Mr. Analetto questioned as to whether every single
archaeological site has been found. He stated that Willowbend promises no
environmental impact, but he doesn't think so. Mr. Analetto also feels that all
Willowbend development should go to the Cape Cod Commission; shouldn't be
piecemeal. Mr. Fudala mentioned that 400 pits had been dug. Does that cover the
entire Willowbend project? Mr. Mulholland answered yes. Mr. Fudala then asked if .
there had been any work done within the Shoestring Bay state subdivision with
expansion proposed? Mr. McElhinney answered that they were not planning any work
within these areas. Mr. McElhinney also stated they would like all interested parties to
gather together to work out issues. Mr. Dorgan thought that was a good idea and the
g g g
meeting with the Cape Cod Commission and Conservation Commission worked out
well. Mr. Balzarini commented everyone should be on the same playing field. Mr.
Fudala stated that Willowbend will have to o through the Conservation Commission
g g
and the Planning Board at least because of different statues. The one thing that came up
at a subsequent meeting with the Conservation Commission and the Cape Cod
Commission is that the Cons Com (Bob Sherman)will go ahead with the jurisdictional
determination. one of the issues that came up that was troubling to them is that `
probably cannot appeal a Development Agreement because it's a contract vs. the normal
process where a board decision can be appealed. Mr. Sherman does not feel
comfortable with the Development Agreement because there's not as much public input.
Ms. Kane commented that the public is concerned about their level of input into a w
Development Agreement. Mr. Dorgan stated that was brought up at the meeting that it
would be opened and advertised. Ms. Kane thought the public input would come at a
late time in the process. Mr. Analetto stated that the DRI at the Cape Cod Commission
makes it more thorough and uses experts that do this all day long. Mr. Balzarini stated
the Cape Cod Commission has said no matter which way they go, they will do a
thorough search. Mr. McElhinney commented that Willowbend will sewer Cotuit Bay
condos as an incentive. t
Motion to Continue to 1211199 a 7:00 PM
4
Y
