Balzarini Vote 4-0 Unanimous <br /> Public Hearing: opened a@ 7:45 PM <br /> Applicant: Windchime Point Development Group,Ltd. <br /> Location: Windchime Point, Great Neck Road South <br /> Request: Approval of modification of Special Permit. Continued from October ' <br /> 20, 1999 <br /> Terry Eldridge, Windchime Point Development Group,presented changes to essentially <br /> the same plans presented to the Planning Board two weeks previous having <br /> incorporated minor changes as requested. Changes were to add back the"future pool", <br /> location of as-built for some parking, moved drainage for system#3 (prior had been 4 <br /> pits within the island) to outside of road. Drainage for system#3 will be extra deep into <br /> native material that is already in place. Mr. Eldridge stated that for system#3,the only <br /> thing that's in, at this point, are the catch basins; the leaching has not gone in yet. Mr. <br /> Eldridge addressed two concerns in Mr. Rowley's 1113199 letter as 1) system#3 <br /> drainage be installed as soon as possible to eliminate erosion problems, and 2)bottoms <br /> of catch basins be installed. Mr. Eldridge stated it was his understanding that work was <br /> being performed this week. i.e., thinning out all the stones and soils to meet the catch <br /> basins to get ready to pour. Relative to drainage (item# 1), Windchime is in the process <br /> of putting in the foundation for Building# 3 7• once that is completed, the fill can be fF <br /> p g g � <br /> placed along that side and the drainage can go in. The discussion, at this point, turned <br /> to parking at Building 33. Mr. Kuchinski asked about the size of the parking spaces. <br /> Mr. Eldridge responded the spaces are 22 ft. long by 11 ft. wide. Mr. Kuchinski f. <br /> requested the sizes be marked on the plans. Mr. Fudala stated that"normal" size is 23 <br /> ft. wide (parallel is 23 ft. wide). Normal 90 degree angle parking is 10 ft. by 20 ft.. y <br /> More than 2 ft. would be needed to get into parallel parking. There is, currently, no <br /> standard in the town of Mashpee. The condition for parking was established at 11 ft. <br /> wide by 23 ft. long and will be marked on the plan. Mr. Malone asked if Mr. Eldridge <br /> had spoken with Mr. Rowley? Mr. Eldridge stated he had not personally spoken with <br /> Mr. Rowley, but that someone in the office had sent an outline of work to done between <br /> now and Thanksgiving,but without definite times yet. Mr. Fudala noted that on the Y <br /> plans submitted, the wording of"future pool"is different from the original plan, which <br /> showed "proposed pool to be constructed in Phase II; Windchime is currently in Phase <br /> 1B. Board Comments: Mr. Fudala indicated that a decision was needed with regard to <br /> the Special Permit and the two conditions: one of which is the buildout to the plan and <br /> the other is Mr. Rowley's inspection schedule. It isn't specifically written into the <br /> current decision; the Subdivision Rules and Regulations have been used with regard to <br /> the inspection schedule. J. Kuchinski stated that Mr. Rowley"s 1113199 memo <br /> pavement schedule and a road construction inspection; these will be added "' <br /> mentioned a <br /> p p � . . <br /> to the draft decision.
